Changzhou government just announced new policies for e-Bikes, especially for those who have not registered their vehicles. it's the last chance for you to register before 15 April 2019.
Strict enforcement of the law will be applied for those who do not have the permit for their electronic vehicles by local government.
1. standardize the production and sales of e-Bikes
Before April 15, 2019, electric bicycles that meet the old national standard and are in the catalogue of electric bicycle products in our province are allowed to be sold in this city.
Since April 15, 2019, electric bicycle products that do not meet the new national standard and have not obtained the CCC certification are not allowed to be shipped or sold.
We will carry out multi-department joint law enforcement and strictly investigate the production and sales of electric bicycles that do not comply with the new national standard, illegally modified e-Bikes and non-standard electric vehicles with three- and four-wheel.
2. standardize the registration of electric bicycles
Before April 15, 2019, everyone with their valid ID card (or residence permit), etc. can go to the nearest electric bicycle license sales point to register their unlicensed electric bicycles for free.
From April 15th, 2019, the electric bicycles that meet the new national standard and obtained the CCC certification will be registered and issued the unified electric bicycle number plate; the registration for electric bicycles that do not meet the new national standard will be closed.
Encourage electric bike owners to take out third-party liability insurance for electric bicycles.
3. standardize the industrial management of e-Bikes
The vehicles for the purpose of postal and express delivery service are identified and managed uniformly.
The electric bicycles used for food delivery will gradually implement full registration, wear safety helmets, and have unified numbered by enterprise self-discipline management.
Accelerate the elimination of non-compliant e-Bikes, and promote the use of new standard electric bicycles, new energy micro-faced trucks, and other vehicles in line with national standards.
Strengthen management of sharing of electric bicycles.
4. standardize the safety management of e-Bikes
The transition period management is carried out for electric bicycles that receive temporary permit cards(those may not comply with new national standard). The transition period is due on April 14, 2024. It is not allowed to ride on the road after the transition period.
Investigate the illegal traffic behaviors such as unlicensed roads, red lights, cross-line parking, reverse driving, driving on motor vehicle lane, speeding, and other traffic violations in accordance with the law, and capture illegal behavior by using the electronic camera, face recognition and other technical means to carry out on-site law enforcement.
Perfecting the transportation credit-management system, and implement on-site law enforcement.
Set up strictly control area for non-standard electric vehicles with three- or four-wheel to, and strictly check those vehicles on the road. Motorized wheelchairs for disabled persons registered in accordance with the law and special operation vehicles for public service are excluded.
