
China will replace green cards issued to foreigners with “smart card” versions beginning in July as part of the government’s push to improve its imported talent scheme according to Ministry of Public Security (MPS).

Compared with the previous version, the new "green card" will be much more intelligent. New card will have chip embedded so it can be used for tasks such as buying air tickets and is part of efforts to lure more overseas talent to the mainland.
The previous name, Foreigner's Permanent Residence Card, will also be changed to Foreigner's Permanent Residence Identity Card.



The new machine-readable cards with embedded chips are similar to Chinese citizens’ identity cards and will replace the current permanent residence cards.
The new cards can be used to access finance, education, hospital, transport, telecommunications, tax, social insurance, property registration and legal services in China with no other personal documents required, according to the ministry.
It earlier demanded accelerated upgrading of Internet systems of the railway, airlines, banks, insurance agencies and banks to facilitate use of cards held by foreigners.
China Southern Airlines said foreigners can buy air tickets from the company with the new cards, though they can still use the current cards as long as they are valid.
The new cards will be issued nationwide from June 16. Applicants will receive the cards within 20 days from the date of application, and the documents required are the same as those needed to apply for the old cards, the ministry said.
Green card holders who live in Shanghai can apply to the issuers of the original cards — the Exit-Entry Administration Bureau of the Shanghai Public Security Bureau and its branch offices, the bureau said.
Shanghai applicants can call 2895-1900 if they have any problems regarding the process.
There were 175,931 foreigners living in Shanghai at the end of 2015, with 2,404 of them green card holders, according to the city’s statistics bureau.

Foreigners
Obey Chinese laws
Be in good health conditions
No criminal records
Foreigners who meet one of the following requirements areeligible to apply for the "green card":
Invest more than RMB 2 million in China
Work as vice president, deputy factory manager or associate professor, associate researcher or above levels in China
Make great contributions to China or are desperately needed by the country
The spouse and children (under 18 years old and unmarried) of the eligible applicant.
As countless foreigners come to work and live in China, the Chinese government greatly eased its residence and entry policies for them since September 2015, which has helped attract foreign talents.
1. Working experience not required for master's degree holders
On January 6, it is announced that foreigners who have completed master's programs within the last year can now obtain a Z visa within the Chinese mainland without prior postgraduate work experience.

2. Five-year work permits
Last month, a new pilot program announced by the Ministry of Public Security stipulates that any foreigner who has been employed for at least two consecutive years in the country can apply for a five-year work permit.

3. Work permits for senior executives over 60
Since last year, foreigners over the age of 60 have been allowed to obtain work permits (if they were senior executives in large corporations).
4. Grading system
From this month, China started to change the previous work permit application process to a point-based grading system, which classifies workers into A, B and C categories.
