According to the latest regulations of the Ministry of Public Security, the avaliable scope of foreigner`s(who wants to apply for Chinese Green Card) work unit is going to be extended!
The related units are including:
1.National Laboratory
2.National Key Laboratory
3.National Engineering Laboratory
4.National Engineering Research Center
5.National Certified Enterprise Technical Center
6.National Engineering Technical Research Center
7.Foreign Investment Research&Development Center
And following conditions should be met:
1. Working in those 7 kinds of units with senior titles as Associate Professor, Associate Researcher or above , having same treatment is avaliable as well
2. Having continuously served for 4 years
3. Accumulative staying in China for more than 3 years(in 4 years), and the tax records are good
4. Apply for the Chinese Permanent Residence from the City Entry&Exit Department located to the work unit, and submit the related evidentiary materials
China implements Green Card Policy since August 2004 . Foreigners who meet related conditions can be authorized with Chinese Permanent Residence. 
The Entry&Exit Department will make the official decision in 6 months after receiving the application.
With permanent residence statues, foreigners can enter&leave China with valid passport or Chinese Green Card, Visa is no more needed. Foreigners do not need to make work permit as well. Having rights about investments, buying house,making finance business, driving license application, children education, traffic and lodging registration as Chinese citizens, foreigners should also carry out relevant obligations.
With Chinese Green Card, bank account application will be far more easier!
Up till the end of 2013, over 5000 foreigners had received Chinese Green Cards, but the foreigners living in China are more than 6 million， Chinese Green Card is one of most strictest Green Cards of the world. Since Chinese Government is concentrating on the opening-up policy , we can believe that foreign talents can settle in China more and more easier in the future.
