From June 1, some kinds of non-local small and medium-sized car, which need to run into restricted district frequently, can start preregistering to gain freedom from the policy, including:
Government Affairs Vehicle
Business Affairs Vehicle
Trans-City Commuting from Neighboring Cities
Government Affairs
The non-local small and medium-sized vehicles run into the restricted district frequently due to the government affairs of the foreign government office in Guangzhou.
The owner of a vehicle shall be a unit of a foreign government official in Guangzhou, and the vehicle must be confirmed by the Guangzhou cooperation office.
Motor vehicle driving license, application unit certificate (with official seal), etc.
The Guangzhou cooperation office shall collect the relevant materials as a whole, and check the units as well as quantity, and then transfer the vehicle information to the Guangzhou public security bureau to verify and complete the preregistration.
From June 1, 2018 to June 30, 2018.
After that, the annual apply time will be from May 1 to, May 31.
Each registration is valid for one year ( From July 1 of this year to June 30 of the following year).
Business Affairs Vehicles
The vehicles of key enterprises run into the restricted district frequently due to business needs .
If one of the following conditions is met ( if several conditions are met at the same time, the enterprise shall select one of them for registering).
| 1 | According to the “provisional measures for promoting the economic development of the headquarters in Guangzhou”, the headquarters enterprises recognized by the Guangzhou municipal government can apply for an appointment to register 3 cars. |
| 2 | The key manufacturing enterprises, which have been put into storage by “ The Guangzhou Municipal Commission of Industry and Information Technology”, and the "Two High and Four New" enterprises, whose tax revenue exceeded 20 million yuan in the previous year, can apply for an appointment to register two cars. |
| 3 | The new introduced key enterprises, identified by Guangzhou commerce committee, can apply for an appointment registration of 2 vehicles. |
| 4 | An enterprise, which has paid more than 50 million yuan in taxes to the tax authorities of Guangzhou in the previous year, can apply for an appointment to register one car. If the tax payment reaches 100 million yuan or more, two vehicles can be registered. |
Motor vehicle driving license, business license, power of attorney, identity certificate of agent, etc.

Trans-City Commuting
from Neighboring Cities
Live in neighboring cities but work in Guangzhou, doesn’t Have Guangzhou small and medium-sized passenger car and qualification of incremental index application but drives into restricted district frequently
The following 8 conditions must be met simultaneously:
| 1 | Guangzhou adjacent cities are:
|
| 2 | Vehicles must be registered before January 1, 2018 in the nine cities mentioned above. |
| 3 | The owner of a motor vehicle is an individual who has a corresponding motor vehicle driving license. |
| 4 | The owner of the motor vehicle does not have Guangzhou small and medium-sized car and qualification to apply for the increment index of Guangzhou small and medium-sized car. |
| 5 | The motor vehicle owner isn’t registered in Guangzhou. |
| 6 | The owner of a motor vehicle has no real estate in Guangzhou, and can provide the property certificate for him/her to live in the neighboring city of Guangzhou (either his/her spouse, children, parents or parents-in-law can work yet). |
| 7 | The owner of the motor vehicle must works in Guangzhou, and the accumulative payment (excluding the supplementary payment) of social medical insurance for employees has been paid more than 3 months (including 3 months) in January 1, 2018 to June 30, 2018. |
| 8 | If the applicant has more than one non-local vehicles, only one of them can be registered. |

Qualified individuals can submit the application in Guangzhou police WeChat Official Accounting ( Following”广州交警“ and then“服务大厅” to choose service).
Online application will be conducted from June 1, 2018 June 30, 2018.

Reminders
| 1 | The applicant must be responsible for the information filled in. In the event of submitting false or false materials, the party concerned shall be investigated for liability in accordance with the law. |
| 2 | The applicant should log on the online application platform to check whether the application for registration has been approved after July 31, 2018. The subsequent annual query time will be after June 28. |
| 3 | The traffic management department of the public security organ will timely adjust the preregistration process of non-local vehicles according to the operation status of the main road traffic. |
