According to Carrie Lam, non-Hong Kong residents from the Chinese mainland and Macao are allowed to enter the city without quarantine through Shenzhen Bay Port (深圳湾口岸) and the Hong Kong-Zhuhai-Macao Bridge (港珠澳大桥口岸).
The quota is set at 1,000 people per day for each of the two checkpoints, and eligible individuals must have a negative COVID-19 test result.
As for Return2HK, it is a quarantine-free travel scheme for Hong Kong residents returning from the Chinese mainland or Macao.
The scheme was temporarily suspended since Aug 5 for residents on the Chinese mainland returning from places outside Guangdong province. Although it will be resumed soon, those returning from medium- and high-risk areas are not included.
