On February 5, 2022, the Chinese government submitted its instrument of accession to the 1999 Act of the Hague Agreement. China became the 68th Contracting Party to the 1999 Act and the 77th member of the Hague Agreement, effective on May 5, 2022. With the accession of China, the Hague System will cover nine of the world's top ten economic markets ranked by the World Bank.
自2022年5月5日起，非居民可以在中国获得国际外观设计保护，为业务拓展至全球最大且最具活力的市场之一提供便利。同时，中国的公司和设计师将能够根据需要，在海牙体系覆盖的94个国家中快速便捷地寻求对其外观设计的国际保护，有助于拓展国际市场。
From May 5, 2022, non-residents can obtain international design protection in China, facilitating business expansion into one of the largest and most energetic markets in the world. At the same time, Chinese companies and designers will be able to seek international protection for their designs in the 94 countries covered by the Hague System as needed, helping them to expand the international market.
加入书还规定，除非中华人民共和国政府另作通知，1999年文本不适用于中华人民共和国香港特别行政区和澳门特别行政区。
The instrument of accession also provides that the 1999 Act shall not apply to the Hong Kong Special Administrative Region and the Macao Special Administrative Region of the People's Republic of China unless notified by the Government of the People's Republic of China.
目前，海牙体系有77个缔约方，涵盖92个国家。美国、日本、韩国、英国、德国、法国、俄罗斯等主要国家和地区都是海牙协定缔约方。
At present, the Hague System has 77 contracting parties covering 92 countries, including the United States, Japan, South Korea, the United Kingdom, Germany, France, and Russia.
