When it comes to permanent residence permits, many people probably think of green cards. In fact, the green card is just a common name for permanent residence permit in the United States and other countries. Actually, different countries have different names for their Permanent Residence Permits.
In China, foreigners who have obtained permanent residence status can exit and enter China by showing their valid passports and permanent residence permits without applying for a visa. Besides, their spouses and immediate family members can apply for corresponding visas, residence certificates or Foreign Permanent Resident ID Card according to the relevant regulations.

Foreigners with permanent residence permits are not citizens of the country of residence, so that they don’t enjoy the rights of citizenship in the country of residence.

Types of personnel eligible
for permanent residence in China

Special Personnel
(1)Personnel recommended by government: high-level foreign talents who meet the criteria and recommended by Guangzhou Municipal People’s Government or the Guangdong Free Trade Office.
(2)Personnel with outstanding contribution: foreigners who make major and outstanding contributions or are badly needed by China.

Employed Personnel
(1)Personnel meeting evaluation standard: foreign members in an innovation and entrepreneurship team or foreign technical personnel recruited by enterprises whose credit points are over 70 in accordance with the foreign talents’ credit points rating standards implemented in Guangdong Free Trade Zone or nine cities in Guangdong, Hong Kong and Macao Greater Bay Area.
(2)Personnel marked as “talents”: foreign high-level talents whose work-type residence permit are marked with a note of “talent” and have worked for three years in China.
(3)Personnel recognized by the market: foreigners who have worked in Guangdong for four consecutive years and lived in China for no less than six months each year within these four years, have earned an annual wage income (before tax) of over RMB 400,000 for four consecutive years and have paid personal income tax of more than RMB 70,000 each year for four consecutive years; or those who annual wage income is no less than 6 times of the average wage of urban working employees in the city or town where they are located in the previous years, and the annual individual income tax paid is no less than 10% of the annual wage income.
(4)Personnel with required positions: foreigners holding a position of vice general manager, vice chairman, or above in qualifying organizations, or those holding titles of associate professor, associate researcher, or above, or those receiving the equivalent treatment for at least four years, and having lived in China for no less than three year cumulatively in these four years with good taxation records.
(5)Overseas Chinese holding a doctoral degree: Chinese with foreign nationality who have a doctoral degree and work in Guangzhou with a work-type residence permit.
(6)Overseas Chinese employees: Chinese with foreign nationality who have worked in an enterprise in Guangzhou with a work-type residence permit for 4 consecutive years and have actually lived in China for at least 6 months each years.

Foreign Investors
(1)General investment: foreigners who have invested a total of USD 2 million in China as a natural person or more than USD 500,000 in industries encouraged by the Catalogue for Guidance of Foreign Investment Industries promulgated by the state, have made stable investment for three consecutive years and have a good taxation record.
(2)Investment in the Greater Bay Area: foreigners who make direct investment in nine cities of the Greater Bay Area as natural persons or through companies that they themselves are controlling shareholders as natural persons, with stable investment for three consecutive years and a total investment of USD one million (a total investment of more than USD 500,000 in industries encouraged by the Catalogue for Guidance of Foreign Investment Industries promulgated by the state) and a good taxation record.

Accompanying Family Members
(1)Spouses: foreign spouses of personnel recognized by the government, with outstanding contribution, with required positions, those who make general investment, or Chinese holding a doctoral degree, employed personnel, or personnel recognized by market (whose annual wage income is not less than 6 timesthe average wage of in-service employees in the cities or towns where they are located in the previous year) can apply for permanent residence in China together with the applicant.
(2)Children: children of personnel recognized by the government, with outstanding contribution, with required positions, or making general investment, Chinese holding a doctoral degree, employed personnel, or personnel recognized by market (whose annual wage income is not less than 6 times the average wage of in-service employees in the cities or towns where they are located in the previous year), who are of foreign nationality, unmarried and aged below 18, can apply for permanent residence in China together with the applicant.

Family reunion
(1)Spouses: foreigners married to a Chinese citizen with permanent household registrationin Guangzhou or a foreigner who has obtained permanent residence status in China; the marriage relationship has lasted for five years; have stayed in China for five consecutive years and not less than nine months each year.
(2)Children: unmarried foreigners aged under 18, one or both of whose parents are Chinese citizens with permanent household registration in Guangzhou or foreigners who have obtained permanent residence status in China.
(3)Dependent relatives: foreigners aged over 60 who have no immediate family abroad; have resided in China for five consecutive years before the date of application and for not less than nine months every year; and live as a dependent on immediate family within China.
