7月某天，一个寻常的日子，在成都双流国际机场成都出入境边防检查站却发生了一件不寻常的事儿。

One day in July, just a usual day, an unusual thing happened at the Chengdu Entry-Exit Border Inspection Station at the Chengdu Shuangliu International Airport.

一名中国籍旅客符某某将一本护照递给了前台检查员。在查验过程中，移民警察发现该旅客的护照中缝装订处有明显用黑线缝补的痕迹，当即对其进行了询问。

Fu, a Chinese tourist, handed his passport to the inspector when passing through the customs. However, the immigration police found that there were obvious traces of black thread stitching in the middle binding of the passport.

“警官，你看我的‘手艺’怎么样！我把孩子扯坏的护照，自己缝好了。”

原来，符某某是一名鞋匠，此次准备前往境外某中资鞋厂工作，临近出发前，放在家中的几本护照都被小孩扯得四分五裂。

It turned out that Fu is a shoemaker and was going to work in a Chinese-funded shoe factory overseas. But before leaving several passports at home were torn apart by the children.

想着已经订好的机票和安排好的行程，他决定好好展示一番自己多年的鞋匠手艺，将几本破损的护照一番缝合，甚至将女儿护照封皮缝到了自己护照内页上。

Not wanting to change the booked flights and schedule, he decided to make a good use of his shoemaker skills. He stitched several torn passports back, and even sewed the cover of his daughter's passport onto the inner page of his own.

但这显然是违法的！最终，符某某因持用变造的出入境证件出境，被依法处以罚款1000元人民币的行政处罚，并被收缴其变造的出入境证件不准出境。

切记！个人不能随意变造护照，包括涂改、擦消、拼接等！

对于中国人来说，在中国境内护照损毁了，若是不出境，就算不作补办对生活也是无多大影响的。

For Chinese people, a damaged or lost passport has little impact on their lives, because they will never need the passport if they do not leave the country. In this case, it is not a necessary call for them to re-apply a new one.

但若是在华外国人，护照在中国境内丢失或者被损毁，一定要及时更换补办，否则将构成非法居留并被罚款。

However, for foreigners in China, a damaged or lost passport may ruin everything. Foreigners will be fined or detained on the ground of illegal residence if the passport has not been reissued in time.

那么，要怎样申请更换补办护照呢？

So, how to get your damaged/ lost passport replaced?

到当地派出所报案，申请护照遗失并拿到派出所出具的《报案回执》。

Go to the local police station and report the case, obtain the Receipt for Reporting to the Police issued by the police station.

到当地公安机关出入境管理处申请办理《外国人护照遗失证明》。

Go to the Exit-Entry Administration of the local public security bureau to apply for the Certificate of Loss of Foreigner’s Passport.

凭《外国人护照遗失证明》到你的国家驻华使领馆申请新护照。

Apply for a new passport with the Certificate of Loss of Foreigner’s Passport at the embassy or consulate of your country in China.

拿到新护照后，再到公安机关出入境管理处办理相应签证。

After getting a new passport, go to the exit and entry department of the public security bureau to apply for the corresponding type of visa.

护照是公民出国旅行、工作、学习、居留时能证明国籍和身份的唯一合法证件，大家务必妥善保管好，若有丢失或损毁，要及时联系公安机关出入境管理部门或使领馆更换补办，不要心存侥幸噢～

Exit and Entry Administration Law of the People's Republic of China

第七十一条 有下列行为之一的，处一千元以上五千元以下罚款；情节严重的，处五日以上十日以下拘留，可以并处二千元以上一万元以下罚款：

Article 71 Persons who commit any of the following acts shall be fined not less than RMB 1000 yuan but no more than RMB 5000yuan; where circumstances are serious, such persons shall be detained for not less than five days and may also be fined not less than RMB 2000yuan but not more than RMB 10,000yuan.

(一)持用伪造、变造、骗取的出境入境证件出境入境的;

Exit or enter China with forged, altered or fraudulently obtained exit/entry documents;

(二)冒用他人出境入境证件出境入境的;

Exit or enter China using other’s exit/entry documents;

(三)逃避出境入境边防检查的;

Evade exit/entry border inspection; or

(四)以其他方式非法出境入境的。

Illegally exit or enter China in any other way.
