根据广州外国人来华工作人才分类标准，A类（外国高端人才）-——指符合“高精尖缺”和市场需求导向，中国经济社会发展需要的科学家、科技领军人才、国际企业家、专门特殊人才等，以及符合计点积分（85 分及以上）外国高端人才标准的人才。

According to the Classification Standard for International Talents in Guangzhou, Category A (foreign high-end talents) refers to scientists, scientific and technological leading talents, international entrepreneurs, international entrepreneurs, specialized talents who meet the market demand orientation, and are required by China's economic and social development, as well as talents who meet the standard of foreign high-end talents with 85 points and above.

A类的优势 Advantages of Category A

1️⃣ 无人数上的限制。

There is no limit on the number of applicants.

2️⃣ 申请人可不受年龄、学历和工作资历限制。

Applicants are not restricted by age, education and work experience.

3️⃣ 申办许可可享受绿色通道，且许可期限可达 5 年。

Applicants may enjoy the “Green Channel”, when applying for a work permit with a validation up to 5 years.

申请条件 Qualifications

一、  入选中国国内人才引进计划的——经中共中央组织部、人力资源社会保障部、国家外国专家局批准或备案同意的副省级以上人才主管部门认定的人才引进计划的入选者。

Those who are selected into China's talent introduction plan approved by the Organization Department of the Central Committee of the Communist Party of China, the Ministry of Human Resources and Social Security, and the State Administration of Foreign Experts Affairs or approved by the competent department of talent at or above the sub-provincial level.

二、  符合国际公认的专业成就认定标准的。

Those who obtain the international recognition of professional achievements.

三、 符合市场导向的鼓励类岗位需求的外国人才

Foreign talents who meet the needs of market-oriented encouraged positions.

四、 创新创业人才

Innovative and entrepreneurial talents.

1、 以拥有的重大技术发明、专利等自主知识产权或专有技术出资，连续三年投资情况稳定、企业实际投资累计不低于 50 万美元、个人股份不低于 30%的企业创始人。

Founders of a company who have invested with major technological inventions, patents and other independent intellectual property rights or proprietary technologies. They should have stable investments for three consecutive years with a cumulative actual investment of not less than 500,000 USD, and the personal shares should not be less than 30%.

2、 以拥有的重大技术发明、专利等自主知识产权或专有技术出资，连续三年年销售额 1000 万元人民币以上或年纳税额 100 万元人民币以上的企业董事长、法定代表人、总经理或首席技术专家。

Directors, legal representatives, general managers or chief technologists of a company who have invested with major technological inventions, patents and other independent intellectual property rights or proprietary technologies and have annual sales of more than 10 million yuan or annual tax payment of more than 1 million yuan for three consecutive years.

3、 列入省级有关部门制定的创新企业清单或科创职业清单的单位聘请的具有高级管理 或技术职务的人员。

Persons with senior management or technical positions hired by units listed in the list of innovative enterprises or the list of scientific and technological innovation occupations formulated by relevant provincial departments.

五、 40 岁以下在国（境）外高水平大学或中国境内高校从事博士后研究的青年人才

Young talents under the age of 40 who are engaged in postdoctoral research in high-level universities overseas or in China.

申请材料 Documents Required

1、外国人来华工作许可申请表

Application Form for Foreigner’s Work Permit

2、工作资历证明

Proof of work experience

3、最高学位学历证书或相关批准文书、职业资格证明

The highest diploma and academic certificate or relevant approval documents ,and professional qualification certificate

4、无犯罪记录证明——外国高端人才（A 类）可采用承诺制。

Proof of no criminal record (The foreign high-end talents (category A) may adopt the commitment system.)

5、体检证明——入境前可采用承诺制

Certificate of Physical Examination (Commitment system can be adopted before entry.)

6、聘用合同或任职证明

Employment contract or employment certificate

7、申请人护照或国际旅行证件——护照有效期不得少于6个月。

Valid passport for at least 6 months or international travel documents

8、申请人6个月内正面免冠照片

The applicant's frontal bareheaded photo within 6 months

9、外国高端人才（A 类）：需提供符合认定条件的相关证明材料。

Foreign high-end talents (category A): Relevant certificates that meet the recognition conditions are required.

10、通过计点积分达到相应人才标准 A类的，需提供每项计分的证明材料。

Those who have reached the standard of Category A through point-based assessment shall provide proofs for each point.
