肯尼亚外汇短缺

Kenya’s External Strains Highlighted by Falling Reserves

3月13日，过去一个月，肯尼亚外汇储备减少了510亿肯先令，降至8443亿肯先令（约合65.66亿美元），创十年来最低水平。近期，肯尼亚外汇储备持续减少，主要原因是偿还双边及商业贷款，以及肯央行对肯先令贬值的干预。

As of March 13, in the past month, Kenya's foreign exchange reserves had decreased by Sh51 billion, to Sh844.3 billion (approximately USD6.566 billion), the lowest level in a decade. Kenya's falling reserves mainly due to the repayment of bilateral and commercial loans, as well as the intervention of Central Bank of Kenya (CBK) in the devaluation of the Kenyan shilling.

肯尼亚对非洲其他国家贸易顺差已持续6年增长。贸易顺差从前一年的804.9亿肯先令扩大到去年的883亿肯先令，这是自2016年944.1亿肯先令以来的最高值。肯央行数据显示，2022年，肯尼亚对非洲国家出口额3554.3亿肯先令，进口额2671.3亿肯先令。

Kenya's trade surplus with other African countries has continued to grow for six years. The surplus expanded from Sh80.49 billion the previous year to Sh88.3 billion last year, which is the highest value since Sh94.41 billion in 2016. According to data from CBK, in 2022, Kenya's exports to African countries amounted to Sh355.43 billion, while its imports amounted to Sh267.13 billion. 

3月15日，世界粮食计划署表示将向肯尼亚提供70亿肯尼亚先令（约合5400万美元）作为援助救济金，帮助该国缓解旱灾影响。目前肯尼亚10个县的约94万人正遭遇严重干旱。

On March 15, the World Food Programme announced that it would provide Kenya with Sh7 billion (approximately $54 million) to help alleviate the impact of drought in the country. Currently, about 940000 people in 10 counties in Kenya are experiencing severe drought.

世界粮食计划署驻肯尼亚国家主任兰迪斯表示，食品和现金将于4月至9月期间向受灾民众分发。

Landis, the country director of the WFP in Kenya, said that food and cash would be distributed to the affected population from April to September.

Pakistan’s economy is on the brink of collapse

巴基斯坦经济面临崩溃的风险，轮流停电和严重的外汇短缺让企业难以经营。

Pakistan’s economy is on the brink of collapse, with alternating power outages and severe foreign exchange shortages making it difficult for businesses to operate.

2023年，巴基斯坦汇率波动加剧，自年初已累计贬值22%，进一步推升了政府债务负担。

In 2023, Pakistan's exchange rate volatility intensified, with a cumulative depreciation of 22% since the beginning of the year, further pushing up the government's debt burden.

截至2023年3月3日，巴基斯坦官方外汇储备规模仅为43.01亿美元，尽管巴基斯坦政府出台了诸多外币管控政策和进口限制政策，加之近期中国的双边援助，巴基斯坦外汇储备仍仅可勉强覆盖1个月进口额度。而到今年年底，巴基斯坦需要偿还的债务高达128亿美元。

As of March 3, 2023, Pakistan's official foreign exchange reserves were only US $4.301 billion. Despite foreign currency control policies and import restrictions introduced by the Pakistani government, coupled with recent bilateral assistance from China, Pakistan's foreign exchange reserves still could barely cover a month's import quota. By the end of this year, Pakistan might have a debt repayment obligation of up to $12.8 billion.

The Central Bank of Pakistan said that containers filled with imported goods were piling up at Pakistani ports, because buyers were unable to pay in dollars. Airlines and foreign industry organizations have warned that capital controls imposed to protect dwindling foreign exchange reserves are preventing them from repatriating dollars. Officials said factories in the textile and manufacturing industries are closing or shortening working hours to save energy and resources.

埃及本币跳水

Value of Egyptian Pound Drops

由于缺乏进口所需的外汇，自从去年3月以来，埃及央行开始实施包括货币贬值在内的一系列改革措施。过去一年来，埃镑已经贬值了50%。

Due to the lack of foreign exchange needed for imports, the Egyptian Central Bank has implemented a series of measures, such as currency devaluation, since March last year. The Egyptian pound has depreciated by 50% in the past year.

今年1月，因外汇紧缩，价值95亿美元的货物滞留在埃及港口，致使埃及被迫在六年内第四度求助国际货币基金组织。

In January of this year, $9.5 billion worth of goods were stranded in Egyptian ports due to foreign exchange tightening, forcing Egypt to resort to the International Monetary Fund for the fourth time in six years.

目前埃及正面临着5年来最严重的通货膨胀。3月，埃及的通胀率更是超过30%。与此同时，埃及民众也越来越依赖延期付款服务，甚至连购买食物和衣服等价格相对便宜的生活必需品也会选择延期付款。

Egypt is currently facing the worst inflation in five years. In March, the inflation rate in Egypt was even higher than 30%. At the same time, Egyptian people are increasingly relying on deferred payment services, and even choose to defer payment for relatively inexpensive necessities such as food and clothing.

像阿根廷、黎巴嫩、巴基斯坦、尼日利亚、埃及、土耳其等多个国家正饱受外汇短缺之苦，不得不想尽一切办法拖延进口货物付款，甚至限制非必需品的进口。

Many countries, such as Argentina, Lebanon, Pakistan, Nigeria, Egypt and Türkiye, are also suffering from foreign exchange shortages. They have to do everything possible to delay the payment of imported goods, or even restrict the import of non-essential goods.

Iraqi Govt approves Protectionist Measures Against Imports

伊拉克内阁秘书处近日批准了一份旨在保护国内生产商的额外进口税清单：

Iraq's Council of Ministers has approved a list of additional import taxes aimed at protecting domestic producers:

1、对从所有国家和制造商进口到伊拉克的“环氧树脂和现代染料”征收65%的额外关税，为期四年，无减免，并在征收额外关税的同时监测当地市场。

Imposing an additional customs fee of 65% on "epoxies and modern dyes" imported into Iraq from all countries and manufacturers for four years without reducing it and monitoring the local market while applying the additional customs duties.

2、 对从所有国家和制造商进口到伊拉克的用于洗涤彩色、黑色和深色衣服的洗衣粉征收65%的额外关税，为期四年，无减免，并在此期间监测当地市场。

Imposing an additional customs fee of 65% on laundry detergents for washing colored, black, and dark clothes imported to Iraq from all countries and manufacturers for four years without reducing it and monitoring the local market during that time.

3、对从所有国家和制造商进口到伊拉克的地板和衣物清新剂、织物柔软剂、液体和凝胶征收65%的额外关税，为期四年，无减免，并在此期间监测当地市场。

Imposing an additional customs fee of 65% on floor and clothing fresheners, fabric softeners, liquid, and gel imported to Iraq from all countries and manufacturers for four years without reducing it and monitoring the local market during that time.

4、对从所有国家和制造商进口到伊拉克的地板清洁剂和洗洁精征收65%的额外关税，为期四年，无减免，并在此期间监测当地市场。

Imposing an additional customs fee of 65% on floor cleaners and dish soap imported into Iraq from all countries and manufacturers for four years without reducing it and monitoring the local market during that time.

5、对从所有国家和制造商进口到伊拉克的卷烟征收100%的额外关税，为期四年，无减免，并在此期间监测当地市场。

Imposing an additional customs fee of 100% on cigarettes imported to Iraq from all countries and manufacturers for four years without reducing it and monitoring the local market during that time.

6、对从所有国家和制造商进口到伊拉克的以箱子、盘子、印刷或未印刷隔板的形态的瓦楞纸板或普通纸板征收100%的额外关税，为期四年，无减免，并监测当地市场。

Imposing an additional customs fee of 100% on the corrugated or plain cardboard in the form of boxes, plates, or printed or unprinted dividers imported into Iraq from all countries and manufacturers for four years without reducing it and monitoring the local market.

7、 对从所有国家和制造商进口到伊拉克的酒精饮料征收200%的额外关税，为期四年，无减免，并在此期间监测当地市场。

Imposing an additional customs fee of 200% on alcoholic beverages imported into Iraq from all countries and manufacturers for four years without reducing it and monitoring the local market during that time.

8、对从所有国家和制造商进口到伊拉克的塑料管道及其配件PPR & PPRC征收20%的额外关税，为期四年，无减免，并监测当地市场。

Imposing an additional customs fee of 20% on plastic pipes and their accessories PPR & PPRC imported into Iraq from all countries and manufacturers for four years without reducing it and monitoring the local market.

本决定自发布之日起120日后施行。

This decision shall be implemented after 120 days from the date of its issuance.

内阁秘书处单独提到对从所有国家和制造商进口到伊拉克的镀锌和非镀锌金属管征收15%的额外关税，为期四年，无减免，并监测当地市场。

The Council separately mentioned the imposition of an additional customs fee of 15% on galvanized and non-galvanized metal pipes imported to Iraq from all countries and manufacturers for four years without reducing it and monitoring the local market.
