India seizes shipments from China over suspected under-invoicing

日前，据印度一位政府官员称，印度中央间接税和海关委员会(CBIC)已通知商务部，已查封了一些与从中国进口的低开发票的有关的货物。

The Central Board of Indirect Taxes and Customs (CBIC) has informed the department of commerce that it has seized some consignments in relation to under-invoicing of imports from China, according to a government official.

商务部已向税务部报告了从中国进口商品低开发票的问题。该官员表示，虽然正在对已确定的案件采取行动，但CBIC还增加了对某些货物的风险分析。

The department of commerce had flagged the issue of under-invoicing from China with the department of revenue. While action is underway in the identified cases, CBIC has also increased risk- profiling for some consignments, said the official.

“我们已经向海关和税务部门报告了这个问题。收到的反馈是，他们正在对一些风险分析增加的货物采取行动，以识别那些低开发票可能性高的货物。”这位官员说。

“We have flagged the issue with customs and department of revenue. The feedback we have received is that they are taking action for some consignments that have increased risk-profiling... to identify those consignments where under-invoicing is potentially high. Early reports suggest that some seizures are happening," the official stated.

此前媒体曾报道称，由于低开票，2022年前9个月中国和印度公布的贸易数据之间存在120亿美元的差距，这给印度财政造成损失。

There are media that has earlier reported that there was a $12 bn gap between the trade data released by China and India during the first nine months of 2022 owing to under-invoicing that causes losses to the Indian exchequer.

CBIC估价总局发现，2022年4月至7月期间，J3级不锈钢扁平板材产品的平均进口价格为每公斤87卢比，而201级同类产品的平均进口价格为每公斤163卢比。此外，201和J3双级的类似产品的进口均价格为每公斤149卢比。

The Directorate General of Valuations under the CBIC has found that during April-July this year, stainless-steel flat products of J3 grade were imported at an average value of ₹87 per kg as against similar products of 201 grade being imported at an average value of ₹163 per kg. Also, similar products of 201 and J3 Dual Grade were imported at an average value of ₹149 per kg.

据报道，在政府的税务扫描仪下，与低开发票有关的从中国进口的货物主要是电子产品、小配件和金属。虚报发票是为了逃避关税。

According to reports, consignments pertaining to under-invoicing of imports from China under the government’s tax scanner are mostly electronic goods, gadgets and metals. Under-invoicing is done to evade customs duty.

报道称，虽然中国公布2022年前九个月与印度的贸易额达到1030亿美元，但印度的数据显示双边贸易额仅为910亿美元。这被认为主要是由于印度进口商为避免缴纳进口税而对货物低开发票。

While China claimed trade with India touched $103 billion in the first nine months of 2022, Indian data show that bilateral trade stood at just $91 billion. This is thought to be largely due to under-invoicing of shipments by Indian importers to avoid paying import taxes.

根据印度数据，2021-2022财年，中国与印度的双边贸易额为1154.2亿美元，略低于印度与美国的双边贸易额，中国成为印度第二大贸易伙伴。

According to data from India, the bilateral trade volume between China and India in the fiscal year 2021-2022 was US $115.42 billion, slightly lower than that between India and the United States. China became India's second largest trading partner.

Some international institutions predict that India's economic growth rate in the fiscal year 2022-2023 will be about 7%.

Consumption is an important driving force for India's economic growth. Chinese goods such as food, clothing, cycling tools, sports equipment, school supplies, electronic products, lamps and lanterns have already accompanied Indian people in their daily life. Taking smart phones as an example, the market share of mobile phones of Chinese brands in India is still around 70%.
