The draft encourages border areas to create distinctive tourism destinations, clarifies that border travelers can flexibly choose entry and exit ports, and simplifies past documents regarding border tourism.
虽然入境限制放松了，但申请来华签证仍然不是一件容易的事儿，尤其是工作签证。
Although entry restrictions have been eased, it is still not an easy task to apply for a visa to China, especially a work visa.
要申请工作签证就必须先取得《外国人来华工作许可通知》，当然，这些雇主都会为你申请，并不需要你费心，但你仍需提供一些必要材料，其中就包括无犯罪证明。
To apply for a work visa, you must first obtain the "Notice of Work Permit for Foreigners in China". Of course, generally, your employer will apply it for you, but you still need to provide some necessary documents, such as Non-Criminal Record Certificate (or Police Clearance Certificate).
不仅是工作签证，若你想申请中国永居身份，也会被要求提供无犯罪证明以及公证认证文件。

The Non-Criminal Record Certificate is one of the required documents for Chinese enterprises to apply for Chinese work permit for their foreign employees, which requires the relevant government departments of their own country to provide official proof documents to prove that the foreign talent has no criminal facts.
外籍人士要办理无犯罪证明，一般会有两种情况：一是人在中国境外，二是人在中国境内。
For foreigners to apply for a Non-Criminal Record Certificate, there are usually two situations: one is when the foreigner is outside China, and the other is when he is inside China.

If you have not entered China yet, you can go directly to the police station in your home country to get a Non-Criminal Record Certificate.
但这份证明还不能直接用于申请签证，需要先得到你所在国外交部的认证后，再去中国使/领馆做认证，也就是双重认证。

就算你人在中国境内，也不必特地回国一趟，可以直接去驻华使领馆进行申领及认证。但不是所有国家的驻华使领馆都提供认证业务，要先确认清楚。
There is no need to return to your home country even if you are in China. You can go directly to the embassy or consulate of your country in China for application and certification. However, not all embassies and consulates in China provide certification services, so better make a confirm first.
无犯罪证明上若无注明有效期，则有效期为自开具之日起6个月内有效。
