导读：国家发改委六部门发文：便利国际商务人士来往！支持外资企业上市！加大制造业引资力度！

10月25日，国家发展改革委等6部门印发《关于以制造业为重点促进外资扩增量稳存量提质量的若干政策措施》（下称《措施》），进一步加大制造业引资力度，着力解决外商投资企业面临的突出问题，全面加强外商投资促进和服务，推动利用外资高质量发展。

On October 25, six departments, including the National Development and Reform Commission, issued Several Policies and Measures on Promoting the Expansion of Foreign Capital, Stabilizing the Quantity of Foreign Capital and Improving the Quality with Emphasis on Manufacturing (hereinafter referred to as the "Measures"), aiming at further increasing the efforts to attract foreign investment in the manufacturing industry, solving the outstanding problems faced by foreign-funded enterprises, comprehensively strengthening the promotion and service of foreign investment, and boosting the high-quality development through utilization of foreign capital.

商务部最新数据显示，今年前8个月，中国实际使用外资金额8927.4亿元，按可比口径同比增长16.4%。从行业来看，高技术产业实际使用外资增长33.6%。

The latest data from the Ministry of Commerce shows that in the first eight months of this year, China actually used 892.74 billion yuan of foreign capital, up 16.4% year on year on a comparable basis. In terms of industry, the actual use of foreign capital in high-tech industries increased by 33.6%.

《措施》提出，推动外资项目签约落地。发挥重大外资项目牵引带动作用，给予项目用地、环评、规划、能耗等政策支持。加大重点外资项目支持力度，加强用地、环保、物流、人员出入境等方面的服务保障。健全重大和重点外资项目工作专班机制，推动一批重大和重点外资项目尽快落地。

The Measures proposed to promote the signing and implementation of foreign-funded projects. Major foreign investment projects should act as a leading role, and policy support in land use, environmental impact assessment, planning, energy consumption should be given. Increased support for key foreign investment projects and service guarantees in land use, environmental protection, logistics, and personnel entry and exit should be improved. A special shift mechanism should be developed to promote the implementation of a number of major and key foreign investment projects as soon as possible.

国家发改委数据显示，国家层面目前已推出五批33个重大外资项目，总投资约1380亿美元。如巴斯夫(广东)一体化基地项目、沈阳华晨宝马第三工厂项目等已陆续投入运营，带动作用明显。

According to the data of the National Development and Reform Commission, five batches of 33 major foreign investment projects have been launched at the national level, with a total investment of about 138 billion US dollars. For example, BASF (Guangdong) integrated base project and Shenyang Brilliance BMW's third factory project have been put into operation in succession, which has played a significantly leading role.

为进一步便利国际商务人员往来，《措施》提出，在做好新冠肺炎疫情防控前提下，便利跨国公司、外商投资企业高管、技术人员及其家属出入境。各地方要用好用足中外人员往来“快捷通道”，结合当地实际，进一步明确标准和流程，为外籍人员来华提供便利。

In order to further facilitate the exchange of international business personnel, the Measures propose to facilitate the entry and exit of executives, technicians and their families of multinational companies and foreign-invested enterprises on the premise of well preventing and controlling the COVID-19. All localities should make full use of the "fast channel" for exchange of Chinese and foreign personnel, further clarifying the standards and procedures in combination with local conditions, to provide convenience for foreign personnel coming to China.

据了解，我国已经建立了中外人员往来的“快捷通道”，推出中国版“国际旅行健康证明”，为人员往来畅通、产业链供应链稳定提供助力。

It is known that China has already designed a "fast channel" for personnel exchanges between China and foreign countries, by issuing the Chinese version of the "International Travel Health Certificate" , to help facilitate personnel exchanges and stabilize the industrial chain and supply chain.

此外，《措施》提出，要强化外商投资企业金融支持。支持符合条件的外商投资企业通过在主板、科创板、创业板、北京证券交易所上市，在新三板基础层和创新层挂牌，以及发行公司信用类债券进行融资。

In addition, the Measures proposed to strengthen financial support for foreign-invested enterprises. Qualified foreign-invested enterprises will be supported to seek a listing on the main board, the science and technology innovation board, the growth enterprise board, and the Beijing Stock Exchange, to be licensed on the new third board foundation layer and innovation layer, and to finance by issuing corporate credit bonds.
