土耳其通胀率达85.5，却连续降息

Türkiye's inflation rate reached 85.5, but interest rate is lowering.

根据土耳其统计局11月公布的数据，该国持续飙涨的食品和能源价格，导致其10月通胀率飙升至85.5%，创24年来新高。

According to the data released by Türkiye's Statistics Bureau in November, the country's soaring food and energy prices have led to its inflation rate soaring to 85.5% in October, a 24 year high.

按照经济学的逻辑，在高通胀的情况下，央行需要紧缩货币政策，也就是加息。但土耳其央行已经连续3个月降息，最近的一次降息发生在上个月20日，下调幅度高达150个基点。而且，央行还在公布的声明中表示，11月或将继续降息。

According to the logic of economics, in the case of high inflation, the central bank needs to tighten monetary policy, that is, increase interest rates. However, the Central Bank of Türkiye has cut interest rates for three consecutive months. The most recent cut occurred on the 20th of last month, with a reduction of up to 150 basis points. Moreover, the central bank also said in its statement that it would continue to lower interest rates in November.

为控制通胀，尼日利亚发行大额新版纸币

Nigeria issued large new banknotes to control its inflation.

当地时间23日，尼日利亚央行在首都阿布贾公布了重新设计的新版面额纸币，并呼吁国内民众在明年1月31日之前将现有纸币换成新版纸币。

On the 23rd local time, the Nigerian Central Bank announced a new version of the redesigned banknotes in Abuja, the capital, and appealed to its people to replace the existing banknotes with new ones by January 31 next year.

India to terminate the anti-dumping investigation against China's photovoltaic products with no measures.

2021年5月15日，印度第三次发起对华光伏产品反倾销调查，历时18个月，以无措施终止调查告终。

On May 15, 2021, India launched the third anti-dumping investigation against China's photovoltaic products, which lasted 18 months and finally ended with no measures.

印度贸易救济总局(DGTR)的调查是基于印度太阳能制造商协会(ISMA)代表的Mundra Solar PV(Adani)提交的请愿书，ISMA声称从中国进口的光伏电池的倾销对国内光伏产业造成了实质性伤害，并要求商务部对所涉商品征收反倾销税。

The investigation of DGTR is based on the petition submitted by Mundra Solar PV (Adani) on behalf of Indian Solar Manufacturers Association (ISMA). ISMA claims that the dumping of photovoltaic cells imported from China has caused substantial harm to the domestic photovoltaic industry, and requires the Ministry of Commerce to levy anti-dumping duties on the goods involved.

印度商工部先后两次提出延期发布该案终裁的申请，自2022年5月15日延长至2022年10月31日。涉及印度海关编码85414011和85411012项下的产品。

The Ministry of Commerce and Industry of India has twice applied for postponing the issuance of the final verdict of the case, extending from May 15, 2022 to October 31, 2022. It involves products under Indian customs codes 85414011 and 85411012.

2022年11月9日，印度商工部发布公告称，应申请人提交的终止调查申请，决定终止对原产于或进口自中国的光伏电池及组件的反倾销调查。

On November 9, 2022, the Ministry of Commerce and Industry of India announced that, in response to the application for termination of the investigation submitted by the applicant, it decided to terminate the anti-dumping investigation on solar cells which or not assembled into modules or panels originating in or imported from China.

泰国延长对涉华镀锡钢板卷暂停征税期限

Thailand extended the tax suspension period for China related tinplate coils.

11月11日，泰国倾销和补贴审查委员会发布公告称，鉴于国内行业、消费者利益以及公共利益的需求，决定对原产于中国大陆、中国台湾地区、欧盟和韩国的镀锡钢板卷暂停征税期限再延长6个月，委员会另行规定除外。

On November 11, the Thailand Dumping and Subsidy Review Commission issued a notice stating that, in view of the needs of the domestic industry, consumer interests and public interests, it decided to extend the period of suspension of taxation for steel sheets plated or coated with tin in both coils and non-coils originating in China, Taiwan in China, the European Union and South Korea for another six months, unless otherwise specified by the Commission.

公告自发布之日起生效。涉案产品不包括涂漆、层压、压印的镀锡钢板卷。

The announcement shall take effect as of the date of promulgation. The products involved do not include tinned steel coils painted, laminated and embossed.
