The Ministry of Science and Technology and the Ministry of Human Resources and Social Security jointly announced that, the pilot project of the verification standard for elite foreign talents will be launched in Beijing, Shanghai, Chongqing, Hangzhou, Guangzhou and Shenzhen, so as to expand the scope of foreign high-end talents (Category A) and foreign professional talents (Category B).
The pilot project will start from January 1, 2023, for a trial period of two years.
So, what exactly the “elite talent” is? In fact, it can be divided into two parts, one is "high-end and outstanding" talent, second is "urgently needed" talent.
"High-end and Outstanding" Talents
1️⃣ Talents included in the national talent introduction plan

Candidates of the talent introduction plan approved by the organization department of the CPC Central Committee, the Ministry of Human Resources and Social Security, and the National Bureau of Foreign Experts Affairs or approved by the competent personnel department at or above the provincial level.
2️⃣ Those who have achieved internationally recognized professional achievements
1. Nobel laureates (physics, chemistry, physiology or medicine, economics).
2. Winners of the following awards: the National Medal for Science and the National Medal for Technological Innovation; French National Scientific Research Center Research Medal; British Royal Gold Medal; Copley Medal; Turing Award; Fields Award; Wolf Prize for Mathematics; Abel Award; Lasker Prize; Crawford Award; Japan International Award; Kyoto Prize; Shaw Award; Famous Architecture Award; Famous Industrial Design Award.
3. Winners of science and technology awards and patent awards at provincial and ministerial level and above.

5. Those who have served as a member or director of the International Organization for Standardization (ISO) and other internationally renowned academic institutions and international scientific and educational organizations.
6. Director or senior researcher of national institutes or national laboratories.
7. Responsible person or chief scientist or key member of national science and technology program.
8. Those who has served as the chief and deputy chief editor and senior member of international high-level scientific and technological journals (JCR I and II).
9. Those who have published 3 papers as the first author or corresponding author (including the author with the same contribution) in the international high-level scientific and technological journal (JCR I and II) in the professional field.
10. Those who have served as a professor (researcher) or associate professor (associate researcher) in a high-level university or scientific research institution at home and abroad.
11. Those who have served as the middle or senior management or the main member of technology research and development of the headquarters of Fortune Global 500 enterprises; or have held the management position above the deputy general manager of the second-level companies or regional headquarters, or the head of technology research and development.
12. Those who have held senior management position in international famous financial institutions and international famous accounting firms.
13. President, Vice-President and Professor or Associate Professor of the world-famous Academy of Music, Fine Arts and Arts.
14. Chief conductor or vocal performer of the world-famous orchestra.
15. Artists who have performed a personal show in the world's famous opera houses or concert halls.
16. Those who have won the highest-level individual award in field of literature, film, television, drama, music, advertising, or the first prize in first-class and second-class international art competition; or those who have served as the judge of the above awards and competitions.
17. The top eight athletes in the Olympic Games or in the World Cup, World Championships and other important international events included in the last two Olympic Games, and the top three athletes in the Asian Games or in the Asian Cup, Asian Championships included in the Asian Games or in the last two Asian Games, as well as the head coach or core member of the coaching team responsible for training.
18. Those who have held a leading position at the ministerial level or above in a foreign government agency, or held a senior leading position in a famous international organization or non-governmental organization.

Winners of world and national skill competitions or professionals engaged in the training of their competition projects; High-skilled talents with the highest level of international general vocational skill qualification certificate or China's senior technician vocational skill qualification certificate.
20. Those who have held a senior management position in the International Maritime Organization.
3️⃣ Foreign talents who meet the needs of market-oriented and encouraged posts
1. Personnel with senior management or technical positions employed by enterprises affiliated to the central government and its secondary subsidiaries, global or regional headquarters of Fortune 500 enterprises, national high-tech enterprises (recognized by the provincial science and technology department), large enterprises, China's top 500 enterprises, "unicorn" enterprises, and national specialized and special "small giant" enterprises (recognized by the provincial or above economic and information department).
2. 5. Personnel who are employed by domestic tertiary general hospitals or municipal specialized hospitals or foreign-funded hospitals at or above the provincial level to hold senior management positions or professional and technical positions at or above the deputy level.
6. The chief conductor, artistic director and chief performer employed by domestic first-class orchestra and other art groups.
7. The chief editor, deputy chief editor, chief announcer, senior host, planning director, layout design director and other personnel with senior management or technical positions appointed by the central and local mainstream media.
8. Main athletes, head coaches or core members of the coaching team hired by national and provincial sports teams or clubs.
9. Foreign talents whose average wage income is no less than 6 times of the average wage income of the urban units in the region in the previous year.
4️⃣ Innovative and entrepreneurial talents
1. Founder of an enterprise who invests with his own independent intellectual property rights or proprietary technologies such as major technological inventions and patents, and has stable investment for three consecutive years, with a cumulative amount of not less than 500000 dollars, and his individual shares shall be not less than 30%.
2. The chairman, legal representative, general manager or chief technical expert (who invests with his own independent intellectual property rights or proprietary technologies such as major technological inventions and patents), of an enterprise whose annual sales volume is more than 10 million yuan, or the annual tax payment is more than 1 million yuan for three consecutive years,
3. Personnel with senior management or technical positions employed by units listed in the list of innovative enterprises or the list of scientific and creative occupations formulated by relevant provincial departments.
4. Founders or partners of top 100 domestic investment institutions.
