Many foreigners may come up with an idea when they plan to start a business in China： sharing the delicious food of their hometowns to people. So, here comes the question : How can a foreigner open a restaurant in China?
First of all, there`re two methods for foreigners to open restaurant in China:
① Register a foreign capital enterprise(WFOE), we suggest to register Hong Kong Company.
② Arrange a chinese people to start it in his/her name, and sign an contracting agreement with him/her in private (can not make residence in this situation)
This article is mainly about the flow of opening a restaurant.
1.Pre-registration in Industry and Commercial Bureau
Bring your original ID card and its copies to register the name of the restaurant, just the name at this step, to make sure that name is available.
A good site is very very important. Before making a choice, make sure the holder can provide the property ownership certificate , and there`re no problems about road planning,fire protection,pollution discharge. If you have no experience, you`d better ask professional people for help.
3.Environment Assessment Report
Invite experts to come to make an assessment,they will check whether the site is located in the planning area for operating catering business, and check the the Pollution Discharge system planning. Then the experts will issue an Assessment Report,as known as Site Selection Opinion,only the qualified site can open a restaurant.
4.Prepare the Decoration Drawings
Including the planning of Pollution Discharge System,Fire Protection System, then submit the drawings to the EPA and the Fire Department. The decoration must be accordant with the approved drawings.
5.Make Pollution Dischare License & Fire-control License
After finishing the decoration, inform the EPA and the Fire Department to make an inspection, the licenses will be issued after passing the inspection.
6.Make Catering Services License
With the Pollution Discharge License & Fire-protection License , make application with the local Food and Drug Administration (FDA) , the staffs will come to make an inspection at the appointed date and issue the license after it. The staffs of the restaurant should take health examination, and receive training of food hygiene knowledge.
7.Make the Business License & tax registration
With the Pollution Discharge License, Catering Services License, and related documents about tenancy agreement & ID cards, you can go to the ICA to apply for the Business License. Since Guangzhou has implemented the policy of “Three License in One”, the Business License will be loaded with an unified society credit code, so you do not need to make the tax registration solely now!
8.With the Business License, the restaurant can start legally!
Tips: Most foreigners hope to make residence permits after opening restaurants in Guangzhou, gernerally speaking, restaurant can apply for same amounts of permits as the trading company.
Restaurants in Xiaobei, Sanyuanli, Mijing Road, Xiatangxi, Zhongsanba according to our experience, is hard to get residence permits ; the situation is depends on the location, restaurants in Tianhe are easier to get residence permits.
