According to the latest policy introduced by Guangzhou Administration of Industry & Commerce, restrictions on the registration of company address in Guangzhou will be further eased. So what does this mean to entrepreneurs?


1. One Address with 
Multiple Business Licenses 

In the past：
Previously, Guangzhou Administration of Industry & Commerce demands that if one same address is linked to multiple business licenses ( means multiple companies), 
then those companies shall have related shareholders. 

For example：

If a Hong Kong company wants to set up 5 companies in Guangzhou, it can use one  same address to register these 5 companies as long as it has obtained permission from the property owner. This is what is called “One Address with Multiple Business Licenses”.
New Policy：
As for the new policy, restrictions on “One Address with Multiple Business Licenses”are further relaxed------- 
you can use one address to register multiple companies even without related shareholders! 

For example：

For example, 3 foreigners, A, B and C, all want to set up their own companies in Guangzhou. Once they get permission from the property owner, they can use one same address to register these 3 companies.    

2. One Business License with Multiple Addresses

In the past：
It′s required that if an enterprise, for example, a chain company, owns a few operation places in the same administrative region, then those places can operate with the copies of the head office′s business license. 

For example：

For example, a trading company has multiple offices in Yuexiu District, Guangzhou, then office locations other(must Yuexiu District) than the registered one don′t have to be registered as new companies  They only need to apply for copies of the head office′s business license, and then they can operate like the registered office.     
New Policy：
The new policy spreads  “the same administrative region” to the whole Guangzhou city. 

For example：

This means that a company can have office locations in Yuexiu District, Tianhe District, and Liwan District etc at the same time. These offices in different districts can operate with the copies of the head office′s business license. As a result, operating costs of a company with multiple offices will be reduced a lot.  

3.House Can Be Registered As Company
For those who are trying to establish a company, the rental fee of an office is quite a huge expense. 
In order to encourage citizens to start up businesses, the new policy indicates that：

Companies involved in general trade activities can use a residence house as their office with a certificate issued by the sub-district office and permissions from related parties such as neighbors.    

However, to HACOS' opinion,it is difficult to do this in fact.

Finally, you should be noticed as following:

Policies of Exit & Entry Administration Department are different from those of Administration for Industry & Commerce!

At Exit & Entry Administration Department, you can register one address as only one company, and apply for only one visa.

Even though your company has multiple locations, you can only register one legal person , more office locations do not means more visa quotas.

However, though the new policy has been announced, generally, it may take a lot of time for the government to implement them. 

It is still hard to use the new policies recently.
