September 8th, we received a message that the State Administration of Foreign Experts Affairs P.R China (SAFEA) decided to implement new policies on Work Visa, from October 2016 to March 2017, in Beijing, Tianjing, Hebei, Shanghai, Anhui, Shandong, Guangdong, Sichuan, Ningxia and etc.
What′s the new policy?
1. The 《Alien Employment Permit》and 《Foreign Expert Certificate》 will be cancelled and changed into《Alien Work Permit Notice》. But we have not seen the real certificate yet.
2. The《Alien Work Permit Notice》 is based on“One People One Code”system, and the code number is permanent, and the informations will be jointly managered in the state.
For example, you had applyed for work visa in Yiwu, and submitted your VC and documents, then 2 years later, if you come to Guangzhou and apply for work visa again, all your informations could be loaded from internet. But if you submitted wrong materials, it will bring big problems to you. 
3. October 2016 to March 2017 is experiment stage, and Guangzhou is on the experiment list. After April 1st 2017, the new policy will be fully implemented.
On the Conference of HACOS 2nd Anniversary, we did predict that the Visa Policy would come across with Big Changes in 2016. Whenever the new policies launched, complicated application conditions would come along as well, so we sincerely suggest that foreigners who have not applied for Work Visa shall seize the time!
