China is one of the biggest countries for adoption at present and the International Adoption has been more than 20 years.
By 2014, the number of adopted Chinese orphans who are living in the United States has been reached 88,298. 
In order to create a better environment to the orphans and the abandoned children, many Welfare Houses and the Adoption Centers in China always welcome foreign families.
How Do Foreign Couples Adopt Chinese Babies?
You should submit some documents to the Adoption Organization of your host country and then deliver to the Chinese Adoption Organization.
1.International Adoption Application.
2.Birth Certification.
3.Marital Status Certification.
4.Vocation, Economic Income and Property Certificate.
5.Body Check Report.
6.Certificate of whether been in any Criminal Punishment.
7.Agreement of International Adoption by the Governing Authority of your host country.
8.Report of your family background, included your identity, the propriety of the International Adoption in your case, family medical history, motivation of your adoption and the ability of taking care of a baby and etc.
These documents should be notarized by both of the Diplomatic Establishments of your host country and the Chinese Embassy.
Then you need to make an appointment with the Welfare House or the Adoption Centers and come to China to handle adoptions personally after you receive the notice sent by the China Center of Adoption Affairs (CCAA).
When you come to China, you need to sign an agreement with the responsible person of the Welfare House and cultivate relationship with the child you are going to adopt. 
The adoptive relationship shall be established as of the date of registration. Adoption Registration Center will send you certificate within 7 days if all your documents are valid and legal.
