Big cities in China are more attractive to foreigners because of convenient living conditions and better tolerance for different culture. While environmental protection and economic development are major factors that affect expats' choice about where to live.
The list of the top 10 cities was released by the State Administration of Foreign Expert Affairs(SAFEA) during the 15th Conference on the International Exchange of Professionals.
Top 10 Chinese Cities
The list started in 2010. It is the only list in China that is totally voted for by foreigners based on 22 standards including living environment, education, and medical care.
Among more than 24,500 foreigners participated in the poll between November 2016 and January 2017, including 30 Nobel Prize winners.
1220 Green Cards Were Issued In GZ Last Year
Special government allowances for 16 foreigners.
9 Innovative practice bases for post-doctoral foreigners.
15 "High-end Foreign Experts Projects in Guangzhou" are implemented.

Why Shanghai Ranks the 1st Place?
Has many job opportunities for expats and has formed a good immigration environment as it's been open to foreigners for a long time.
6 times more permanent residency applications from foreigners and their families in 2016 than in 2015.
Shanghai Zhangjiang National Innovation Demonstration Zone（上海张江国家创新示范区） and Shanghai Free Trade Zone （上海自由贸易区）to recommend high-level foreign staff for permanent residence permits, or Chinese "green cards."
Shanghai is among the 9 municipalities and regions where new policy was first piloted on simplifying the approval process of work permits for foreigners.
