No. 64 demands that 21 banks (Industrial and Commercial Bank, Agricultural Bank, Bank of China, China Construction Bank, Bank of Communications, China Everbright Bank, China Minsheng bank, HuaXia Bank, China Merchants Bank, Guangdong Development Bank, Shanghai Pudong Development Bank, Agricultural Development Bank of China, China Citic bank, Ping An Bank, Bohai Bank, Zheshang Bank, Industrial Bank, Hengfeng Bank, Postal Savings Bank, the Export-Import Bank of China, Bank of Beijing) have to launch the bank deposit network freeze function and network deduct function before March 31, 2018 .

Except 21 banks above, the deadline for local banks prolongs one month to launch this function, until April 30, 2018.
No. 64 demands that the 19 Banks that has financial products business (In addition to Banks of China Agricultural Development Bank, Export-import Bank of China) have to launch the bank financial products network freeze function before March 31, 2018.

At the same time, the local banks have to complete the financial products check and control functional test with the Supreme People's Court before functional test (All shall be tested with or without financial wealth management business). Local banking financial institutions has to launch financial services products network query function before May 31, 2018, and financial services products network freeze function before June 30, 2018.
No financial assets of deadbeat escaped.
