
The General Administration of Customs China (GACC) has announced changes in its manifest rules on imports and exports, which will be effective since June 1, and demand that manifest submissions must be made 24 hours before loading.

Cargo descriptions must be complete and accurate and the full contact details of the shipper and consignee (or the notifiable party if consignee is As To Order) are mandatory, including the Enterprise Codes.
What's the
Requirements
The following data must be provided to Carrier when submitting your shipping instruction for filing as required by Chinese Customs:
● Uniform Social Credit Code (USCC) of the Consignee
● Enterprise Code of the Shipper -- the Shipper’s tax identification number.

Should these details not be provided, your consignment may be at risk of being held by the Chinese Authorities.
USCC is similar to “Tax (payer) Identification Number” (TIN No.). Each USCC contains 18 digits or letter in total.
E.g.
The USCC of Hapag-Lloyd (China) Shipping Limited is 91310000625910362F. In case of “to order B/L”, please advise tax ID number of first Notify Party.
China:
USCI (Unified Social Credit Identifier), OC (Organisation Code).
UK:
Company number, VAT number.
US:
CIK (Central Index Key), EIN (employer identification number).

Accurate Manifest Data
For cargoes shipped or transshipped to China with ETD after June 1, 2018, the exact and accurate electronic manifest data must be submitted to Chinese Customs 24 hours earlier before loading.

The following manifest information must be declared to the Customs:
❶ USCC of the consignor;
❷ Phone number of consignor;
❸ Enterprise Code of the Shipper;
❹ Name of the consignee (or write down “TO ORDER” in specific situation);
❺ USCC of the consignee; (If the consignee is “TO ORDER”, then USCC is not required);
❻ Phone number of consignee (If the consignee is “TO ORDER”, then contact information is not required);
❼ Name of the consignor (or write down “TO ORDER” in specific situation);
❽ Enterprise Code of the consignee;
❾ USCC of the notify party is needed if the consignee is “TO ORDER”.
➓ Phone number of the notify party is needed if the consignee is “TO ORDER”.
