Q1：What is "Three Licenses in One" ?
A: The “Three Licenses in One” registration policy is to combine the “Business License” , the “Organization code certificate” and the “Tax Registration Certificate” into one business license, which will be issued by the Administration of Commerce and Industry,and loaded with an united society credit code.
Q2: When will the policy implement?
A: Since September 29th, the new established enterprises will start to receive the Business License with “unified code”.
Q3: How long is the transition period?
A: The enterprises who gained the Business Licenses before September 29th, 2015 could keep using the licenses till December 31st, 2020.
Q4: Is The Tax Registration cancelled since then?
A:The"Three License in One” policy does not mean cancelling the Tax Registration , its legal status is still exist, the government just simplify the procedure by finishing the license application in one department, the tax information should be registered later in the tax bureau.
Q5: What does the "Identification Number Of The Taxpayer"change?
A: When the policy implements, the new established enterprises and enterprises who apply for a new license would received a Business License with an 18-digit “Unified Society Credit Code”. The code is both the Industry & Commerce Registration Number and the Tax Registration Number.
Q6: If an enterprise changed its name and received a new “three license in one” license, should it change the Identification Number of the taxpayer on the Special Financial Seal ?
A: Yes. The code on the seal must matches the license.
Q7: If the information about the business address,the financial officer and the accounting method have changed, which department should the enterprises with three-in-one license apply for, the Commerce & Industry Administration or the Tax bureau?
A:No matter with new or old license, enterprises should come to the tax bureau to change those informations.
