Generally, the house owner is also the lessor. If not, then this house is sublet and the lessor should provide a sublease agreement. 
If it was originally used as an office space or for other commercial purposes, then it can be used as your office space. But if it was used as a living space, it cannot be registered as a corporation, which means you can't get your business license. 
Things like: whether it's of the same size as the one written on the ownership certificate, whether it has been renovated, whether it's at the same address stated on the certificate etc.

With all the above details checked, the two parties will sign an office renting contract. Generally, an office renting contract should be signed in quadruplicate.
And it should include the landlord and the tenant, the address, the renting period, the rental expenses etc. After you sign the contract, you need to do the following things:
After the renting contract is signed, the tenant and the landlord should go to the sub-district office in charge of the rental place to put the contract on record.

It requires the tenant and the landlord to produce their identity documents( in the case of a company, the company's relevant document should be produced). And the landlord also need to provide the original or a copy of the Property Ownership Certificate.

The sub-district office will take the original copy of the renting contract and will charge stamp tax on the renting contract record. Who will pay the tax should be decided by the tenant and the landlord.
After you put the renting contract on record, you can start to decorate your office, but you can't start your business yet—you need to apply for a business license with the industrial and commercial administration.

It's stipulated that if the legal representative on the business license is a foreigner who also needs to apply for a work visa, then the tenant stated on the renting contract should be the foreigner or the company.
Therefore, if you didn't draw your renting contract in this way, you should go back to the sub-district office to change the record after you have applied for your business license.
Now you've got your business license, you can recruit your employees. When you and the employee have both agreed on the employment, the two sides should sign an official employment contract, in which the position of the employee, salary, working hours, contract period etc should be specified.
