
Starting from March 1, a series of new rules and policies will take into effect across China. Here are a few policies which have major impacts on you. Let’s see how everyday life will be changed.

Mobike's New Score System Charges Bad Users More Money
The new system is a response to mounting pressure on the company to clean up its act (i.e. get users to stop mistreating bikes and leaving them all over the place).
Mobike Scores will now be divided into 5 categories:
Outstanding (701-1000),
Excellent (601-700),
Good (501-600),
Fair (301-500),
Poor (0-300).

There are a lot of details to read through, but this is probably the most noteworthy phrase: If you have a 'Poor' Mobike Score, Mobike will in the future charge you 100 times the normal ride fee for every 30 minutes of use.

New rule on penalty point system of driving license
In oder to further standerdize the traffic rules and strictly crack down on unlawful activities expecially selling or buying license points to or from others, Traffic Management Bureau has upgraded systems of the Eletronic Police nationwide.

And the upgraded system will be implemented in a more convenient way since March 1. That means, can the car users deal with punishment on their own cars only after their driving-license information has been registered in the Traffic Bureau face-to-face with the officer in advance.

Build renting houses on collectively-owned land
13 cities including Beijing and Shanghai build renting houses on the collectively-owned construction land on a trial basis; 12 cities including Guangzhou and Nanjing are carrying out the first rental housing policy on a trial basis.

Professional, structural and long-term rental policies will be fully implemented to encourage enterprise development, accelerate government-oriented rental management construction and promote rental legislation in 2018.

Attention! New Rules for HK Company Since March 1!
In order to improve the transparency of beneficial owenship of Hong Kong company and fulfill international obligations that prevent money laundering and terrorist, Hong Kong Companies Registry announces new rules recently:
Since March 1, 2018, company registered in Hong Kong (except for listed company) needs to keep an record of Significant Controller Register (“SCR”) at the office where the company registered.

Otherwise, the company and each principal will subject to a large amount of penalty, or even imprisonment.

Management measures on
outbound investment by enterprises
Administrative Measures for Outbound Investment by Enterprises issued from National Development and Reform Commission (NDRC) last year will be officially carried out since March this year.

To further improve the management of outbound investement, new measures intend to strenthen supervision on overseas investment by mainland enterprises and individuals. Specifically, there are 3 highlighted items:
Build co-supervised mechanism;
Improve disciplinary measures;
Build a recording system on illegal investing behaviors.
Verification of outbound investment
and record-filing management
1. Verification will be conducted by the NDRC on projects which are involved in sensitive countries, regions or industries.
2. Normal projects should be kept in file. Thereinto, the amount of investment by centrally-administered SOEs or local enterprises which is more than 300 million dollars will be record-filed at the NDRC; the amount of investment by local enterprises which is less than 300 million dollars will be record-filed at provincial department of NDRC.

Mobile payment service available on Guangzhou Metro APP
Apart from APM lines and trams, Guangzhou Metro launches QR code payment service with its official APP. Passengers can obtain a QR code and scan it to pass the orange turnstile (equipped with cloud computing technology) for metro ride.

Such a mobile payment is based on Guangzhou Metro APP and Alipay, the popular third-party payment platform.
