
China encourages citizens to return to work, and now more enterprises and factories have reopened amid the novel coronavirus outbreak. With policies and measures taken to prevent and control the epidemic, these are a few things you need to know to resume work.
First thing first, here's a brief of the current epidemic situation so far as of Monday afternoon according to DingXiangYiSheng:
Confirmed cases: 79,436 worldwide
Deaths: 2,620, mostly in Hubei
Recovered cases: 25,101
Incubation period: no more than 14 days

China will push for enterprises and factories to orderly resume work and production on the premise of ensuring the safety amid the novel coronavirus outbreak.
It is reported that the resumption of industrial enterprises above designated size havs exceeded 50 percent in 18 provinces and cities as of Friday.
Among them, over 70% enterprises in Shandong, Fujian, Jiangsu, Shanghai, Zhejiang and Liaoning have resumed operation.

By Saturday in Guangdong, 354 key projects had resumed work and 70 percent of key projects will resume work by end-February, according to a news conference by the Guangdong government Friday.

Despite of the difficulties and restricitons, companies need to reopen as soon as possible. Don't worry, we are going to introduce you approval procedures for work resumption and measures that eployers need to implement.
In general, a company need to report before the resumption, but rules are different in cities and distrcits based on the actual situation.
If the company is in Yuexiu of Guangzhou, for example, employer needs to report through online system "Yueqikang" (越企康) 2 days ahead.
Company can report employees' health condition, work resumption arrangement and prevention measures on it.

The system has four aspects including employees' health condition report, work resumption instruction, commitment, and work resumption application.
Since it's in Chinese only, we suggest you to let your Chinese employees to use the system and apply for the resumption.
First, employer need to enter the Uniform Social Credit Code and binding phone number to log in.

Then you can report employees' health condition, read the insturction and sign the commitment.



After that, you can register and apply for the resumption.
If your company is not in Yuexiu, but has decided to reopen, please contact the community commission, and see how to apply for the resumption.
If your employees fail to return to work on time due to measures against the epidemic, like quarantine and traffic restriction, you can give priority to arranging paid annual leave and time off for them.
You can also arrange work from home for them, and pay salary according to normal standard.
In this circumstance, you would better require employees to submit sufficient supporting matierials to prove the actual situation, and properly handle labor relations.

Personnel from regions hit hard by the epidemic should be quarantined or put under medical observation for 14 days. Enterprises employing such personnel, if feasible, should set up independent quarantine quarters under the guidance.
Also, the daily health conditions of all employees should be collected and reported to local health authorities.
Prevention and control measures in workplaces, such as twice-daily temperature checks and disinfections, can be devloped, while meetings and gathering should be kept to a minimum.
You can ask employees who have discomfort to provide a certificate of diagnosis issued by hospital.
