More than 20 provinces and cities in China told businesses not to resume work before Feb 10 at the earliest. Both domestic and overseas clients want to know when enterprises and factories resume operations, so voilà, here's info about it. 

First thing first, here's a brief of the current epidemic situation so far according to DingXiangYiSheng, whose source is from health authorities, as of Friday afternoon

  • Confirmed cases: 64,447 worldwide
  • Deaths: 1,383, mostly in Hubei 
  • Recovered cases: 6,970 
  • People are generally susceptible to the virus 
  • Incubation period: no more than 14 days

BACK-TO-WORK DATE

After the extended Spring Festival holiday and delay of work restart due to the epidemic, enterprises and factories across the country begin to resume operations gradually. 

According to current policies and experts' opinion, there are three key dates of work resumption. Let's check!

RESUME GRADUALLY

Caught off guard by unprecedented difficulties, most enterprises in China have rolled out active precaution measures while resuming production Monday amid the national fight against the novel coronavirus outbreak. 

In a circular released over the weekend, the State Council, or China's cabinet, urged efforts to protect workers from getting infected and meanwhile resume production as soon as possible

Some Bay Area companies have resumed operations at factories in China. Factories have added shifts to work around the clock to catch up on delayed orders

Chinese courier companies are also resuming service Monday as they are essential to meet people's daily needs and guarantee the delivery of resources for epidemic control. 


Logistics companies are expected to restore over 40 percent of their normal handling capacity by mid-February and continue to increase the capacity according to the development of the epidemic outbreak, according to the State Post Bureau. 


For other sectors, production is recommencing in a steady but more gradual manner as both authorities and entrepreneurs are cautious over the novel coronavirus epidemic. 


In Shanghai, which extended the holiday until Feb 9, for example, about 70% of manufacturers have returned to work, the city government said Feb 10, citing a survey. 

More than 80% of Shanghai's software and information service providers have resumed operations, and 70% of their employees are working from home, the survey found.

More foreign businesses have resumed production as scheduled and others are asking employees to work from home. 

Factories owned by Tesla Inc, Cargill Inc, Samsung Electronics Co and SK Hynix all resumed production across China on Monday. 


DELAYED RESUMPTION

However, part of business activities have been affected because workers returning from other provinces are still subject to quarantine and traffic controls are taken in many places. 


Hubei province announced Thursday a decision to further postpone the resumption of work and school to Feb 20

Meanwhile, it is widely reported that a batch of companies across the country will reopen and resume operations on Feb 17

"Many authorities and enterprises at local levels are targeting Feb. 17th or later to restart business, and the resumption is likely to be a phased approach," Morgan Stanley wrote in a report on Monday morning. 


German auto maker Volkswagen AG said Saturday that it is pushing back the date to resume production at some plants to Feb 17, citing challenges in its supply chain and in securing factory workers as they face limited travel options. 

Toyota and BMW also said they are extending the shutdowns for plants in China until next week. 


Among tech companies in China, Tencent has asked its employees to continue working from home for another week, extending the return date to from Feb 14 to Feb 21. 


Some companies don't expect to resume production until the end of Feb, since some provinces and districts have now told companies to not return to work until March 1, according to officials. 



IMPACT ON ECONOMY

The outbreak has undoubtedly impacted supply chains worldwide and across industries. 

Bloomberg Economics estimates that if the outbreak is successfully contained, the impact on China's economy will be severe but short-lived - with growth slowing to 4.5% in the first quarter, followed by a recovery and then stabilization in the second half. 

△ Gerry Rice, spokesman of IMF, said the impact on economy caused by the outbreak is temporary. 

In the mean time, local governments are doing what they can to ease the pain. Authorities have rolled out supportive policies such as fund subsidies, fast approval, financing and manpower support. 

A batch of companies has carefully resumed work, and more will do so in the coming days. Social and economic operations are awakening from their time off due to the epidemic.
