当前，新冠疫情蔓延世界各地，包括中国在内的许多国家都在限制入境人流。PU邀请函恐怕是唯一能入境中国的途径了。PU邀请函是疫情期间申请中国工作签证之前需要获得的正式邀请函。 In current time when COVID has greatly impacted the world and many countries, China included, are restricting incoming traffic, obtaining a PU letter, an official invitation you need to secure before you apply for your China working visa, might be a practical option for you to enter China. 这是中国政府鉴于新冠肺炎肆虐，自 2020 年3月份实施的一项新签证申请要求，旨在对入境人员进行多一轮审查。It is a new visa-application requirement imposed by the Chinese Government since March 2020, because the government wanted to add an extra level of scrutiny to incoming passengers, given the pandemic.适用对象Who can apply?国家对于PU邀请函的审查下发十分严格，申请对象仅限于已登记注册并合法运营的企业、教育机构等邀请单位，且邀请的来华的外国人需从事重要且必要经贸、科技、文化、教育等活动。 The state is very strict in the examination and issuance of PU letters, limiting that the applicants should be inviting units such as registered and legally operating enterprises and educational institutions, that need to invited foreigners for important and necessary economic, trade, scientific and technological, cultural and educational activities.如果你不属于以上提到的人员，很遗憾，是不具备申请资格的。If you are not included in the above-mentioned, unfortunately, you are not eligible to apply for a PU letter.然而，有两类人员可免PU邀请函申请入境。 Yet there are two exemptions from PU letter.1️⃣ 已接种中国生产的新冠肺炎疫苗并持疫苗接种证明材料的外国人Those who are fully vaccinated SINOVAC CoronaVac and holding a valid vaccination certification.2️⃣ 持有效中国工作类、私人事务类和团聚类居留许可的外国人Those holding a valid Chinese residence permit for work, personal affairs and reunion. 如何申请How to apply?个人是不能申请PU邀请函，需要由邀请单位代替员工进行申请。 Individuals are not allowed to apply for a PU letter, only businesses may apply on behalf of their employees. 虽然这能为你省去不少麻烦，但你还是不能高高挂起，事事不理哦，因为邀请单位在申请PU邀请函之前，需要你本人先申请在华工作许可。没有工作许可，是无法申请PU邀请函的。This means you are not the one who must go through the hassle of getting this letter but, there are still onuses for you to shoulder. Before your employer can get you a PU letter, they will need YOU to apply for your China Work Permit Notice. With this notice, they can go ahead and apply. 这时你可能会问，在华工作许可证要怎么申请？ 不用担心，一般情况下，邀请单位会全程指引你去申请，并将帮你把文件交到当地的劳动管理部门， 你只需要提供以下材料即可。You may ask, how to get a China Work Permit? Don’t worry, generally, your employer will guide you through the process of gaining a Work Permit Notice and will hand in your documentation at the local labor bureau. All you need to do is providing the documentation as follows.1. 有效护照复印件1份A copy of your valid passport2. 符合中国签证要求的护照照片2张Two passport photos, as per China visa requirements3. 经中国有关部门认证的有关资格复印件1份A copy of your qualifications authenticated by the Chinese authorities4. 无犯罪记录复印件1份A copy of your no criminal record, validated and authenticated 整个申请过程可能需要一个月，而这还是在所有材料都没有出错的前提下。所以，耐心等等吧。It can take up to a month for your China Work Permit Notice to come through, and that’s provided all your documents are in order. So, be patient!提醒一下，为了筛除去过高风险地区的入境人员，中国会要求申请人提供在申请PU邀请函时过去 28 天的行动轨迹，包括去过哪些国家、省份、城市等。As a kind reminder here, at the time of applying for a PU letter, you’ll be asked to declare your whereabouts for the previous 28 days. They’ll want to know city, province and country, and this is a way to weed out those who’ve been to high COVID risk destinations.如果你在这段时间内恰巧到过中国认为的高风险地区，PU邀请函的申请会被驳回。所以请慎重选择在申请前一个月时间内所处的地区，这将大大影响到你的申请成功与否！ Should you happen to have visited a region that China considers high-risk in the last 4 weeks, your application will be denied. To maximize your chances of getting a PU letter, we recommend you carefully consider where you will be for a month prior to applying for your PU letter. Location matters! 申请时间How long does it take?通常，一个月的时间就可以收到邀请函。但是现在疫情多变，很多情况难以预料，所以 有可能会需要6周或者更多的时间。 The PU letter usually takes about a month to receive. Given these are not usual times, however, you can expect it to take 6+ weeks to arrive. 更重要的一点，PU邀请函的有效期只有三个月。你需要在邀请函到期前完成整个签证申请流程，所以建议在等待邀请函期间准备好所有签证申请的所需材料。这样，在邀请函通过之后就可以马上着手申请工作签证了。Once granted, your PU letter is only valid for three months. Given you need to complete the entire process of your visa application before it expires, it is recommended to spend the waiting time getting all your other documents for visa in order.
