美国贸易代表办公室USTR于5月3日宣布，四年前依据所谓“301调查”结果对中国输美商品加征关税的两项行动将分别于今年7月6日和8月23日结束。即日起，该办公室将启动对相关行动的法定复审程序。
The USTR announced on May 3 that the two actions to impose tariffs on China’s Acts, Policies, and Practices taken under Section 301 investigation four years ago will end on July 6 and August 23 this year, respectively. With immediate effect, the office will initiate a statutory review process for the relevant actions.
美国贸易代表办公室当天发表声明说，将告知那些受益于对华加征关税的美国国内行业代表相关关税可能取消。行业代表可分别在7月5日和8月22日之前向该办公室申请维持加征的关税。该办公室将依据申请对相关关税进行复审。
It also stated the aim to notify representatives of domestic industries that benefit from the tariff actions of the possible termination of those actions and of the opportunity for the representatives to request continuation before July 5 and August 22. If a request for continuation is received, USTR will conduct a review of the tariff actions.

U.S. Trade Representative Katherine Tai said at the event on the 2nd that the U.S. government will take all measures to curb the surge in prices, suggesting that reducing tariffs on Chinese goods exported will be considered. U.S. Treasury Secretary Janet L. Yellen also shares the same idea.
所谓“301调查”源自美国《1974年贸易法》第301条。该条款授权美国贸易代表可对他国的“不合理或不公正贸易做法”发起调查，并可在调查结束后建议美国总统实施单边制裁。
The " Section 301 investigation" originates from Section 301 of the US Trade Act of 1974, which authorizes the US Trade Representative to launch an investigation into other countries' " unreasonable or discriminatory trade practices” and to recommend the US president to impose unilateral sanctions after the investigation.

According to the "301 investigation", the United States has imposed additional 25% tariffs on goods imported from China in two rounds since July and August 2018.
中国商务部新闻发言人此前表示，美方单边加征关税措施不利于中国，不利于美国，不利于世界。在当前通胀持续走高、全球经济复苏面临挑战的形势下，希望美方从中美两国消费者和生产者的根本利益出发，尽快取消全部对华加征关税，推动双边经贸关系早日回到正常轨道。
China's Ministry of Commerce previously stated that the unilateral tariff increased by the United States is not conducive to China, the United States, and the world. In the current situation where inflation continues to worsen and the global economic recovery faces challenges, it is hoped that the U.S. side should proceed from the fundamental interests of consumers and producers in China and the U.S., cancel all additional tariffs on China as soon as possible, so as to bring bilateral economic and trade relations back to the normal track.
