近日，珠海派出所公布了关于广东自贸区和珠三角自创区内部分外籍人员可申请在华永久居留的通知。通知中说到，赴粤且符合要求的外籍技术人员有资格申请在华的永久居留证明。
Recently, the Zhuhai Police Station has announced that some foreigners in the Guangdong Free Trade Zone and the PRD Self-Inventive Zone can apply for permanent residence in China.
It stated that foreign technicals coming to Guangdong and who meet the requirements are eligible to apply for a permanent residence certificate in China.
凡符合下列条件之一的外国人，可以申请办理在华永久居留。
Foreigners who meet any of the following conditions can apply for permanent residence in China.
（一）根据广东自贸区外籍人才积分评估标准，达到70分的广东自贸区创新创业团队外籍成员和自贸区企业选聘的外籍技术人才可以申请在华永久居留。
(1) According to the Guangdong Free Trade Zone Points Assessment Criteria for Foreign Talents, foreign members of innovation and entrepreneurship teams in the Guangdong Free Trade Zone and foreign technical personnel selected and employed by enterprises in the Free Trade Zone who have reached 70 points can apply for permanent residence in China.
（二）根据《珠三角自创区和揭阳中德金属生态城创新创业团队的外籍成员申请永久居留积分评估标准》、《珠三角自创区和揭阳中德金属生态城企业选聘的外籍技术人才申请永久居留积分评估标准》，分值达到70分以上的外国人，经地级市外国人才工作部门出具积分评估证明函，可以申请在华永久居留。
(2) According to the "Assessment Criteria for the Application for Permanent Residence by Foreign Members of Innovation and Entrepreneurial Teams in the PRD Free Trade Zone and Jieyang Sino-German Metal Eco-city" and the "Assessment Criteria for the Application for Permanent Residence by Foreign Technical Talents Selected and Recruited by Enterprises in the PRD Free Trade Zone and Jieyang Sino-German Metal Eco-city", foreigners with a score of 70 or more can apply for permanent residence in China with the issuance of a certificate of points assessment by the foreign talent work department of the prefecture-level city.
1. 填写《外国人在中国永久居留申请表》（任职人员及其配偶、子女）一式三份，近期正面免冠蓝底彩色照片（规格为：48×33mm）4张
Three copies of the Application Form for Permanent Residence of Foreigners in China (for the applicant and his/her spouse and children) and four recent frontal, bareheaded, blue-backed colour photographs (size: 48 x 33mm).
2. 申请人有效的外国护照和签证证件
a valid foreign passport and residence permit for work of the applicant
3. 中国政府指定的卫生检疫部门出具的或者经中国驻外使/领馆认证的外国卫生医疗机构签发的健康证明书（证明及经中国驻外使领馆的认证出具时间应在受理之日前6个月内）
A health certificate issued by a health and quarantine department designated by the Chinese government or issued by a foreign health and medical institution certified by the Chinese embassy or consulate abroad. The certificate and the certification by the Chinese embassy or consulate abroad should be issued within 6 months before the date of acceptance.
4. 经中国驻外使、领馆认证的国外无犯罪记录证明
a certificate of no criminal record abroad certified by a Chinese embassy or consulate abroad
5. 申请人个人简历（18周岁至今，要求年份和月份之间连续）。如申请人曾具有中国国籍的，简历中须详细说明取得外国永久居留权、加入外国国籍情况，并提交外国定居资格证明、入籍证明、入籍时使用的中华人民共和国护照、户口注销证明等证明材料
Applicant's CV (from the age of 18 to the present, requiring consecutive years and months between). If the applicant used to have Chinese nationality, the CV must detail the acquisition of permanent residency in a foreign country, accession to foreign nationality, and submit proof of foreign settlement status, proof of naturalization, passport of the People's Republic of China used at the time of naturalization, proof of cancellation of household registration, etc.
6. 广州市外国专家局/广东省自贸办出具的积分评估证明函及评分表原件
A letter of proof of points assessment and the original score sheet issued by the Guangzhou Bureau of Foreign Experts/Guangdong Provincial Self-trade Office
7. 任职单位出具的任职证明原件
The original certificate of employment issued by the unit of employment
8.《外国专家证》或《外国人就业证》或《外国人工作许可证》
"Foreign Expert Certificate" or "Employment Certificate for Foreigners" or "Work Permit for Foreigners"
9. 任职单位的注册登记证明（如营业执照副本）；如任职单位是外商投资企业的，还应提交《外商投资企业批准证书》或《外商投资企业设立备案回执》、《外商投资企业变更备案回执》
Proof of registration of the unit of employment (such as a copy of business license). If the unit of employment is a foreign-invested enterprise, the Certificate of Approval of Foreign-invested Enterprise or the Return Receipt for the Establishment of Foreign-invested Enterprise or the Return Receipt for the Change of Foreign-invested Enterprise should also be submitted.
10. 加盖居住地派出所公章的《境外人员临时住宿登记表》（住宾馆的除外）
Registration Form for Temporary Residence Visitors (except for those staying in hotels) with the official seal of the local police station
11. 公安机关认为必须提供的其他证明材料
Other supporting documents that the public security authorities consider necessary.
由本人向长期居留地公安机关出入境管理部门提出申请，如居住地与工作地不在同一地区的，可向任职单位所在地公安机关出入境管理部门提出。也可以委托亲属以及国家机关或有关法人机构代为申请。
申请资料齐全后，6个月内办结。

The applicant shall apply to the exit and entry administration department at the place of residence. If the place of residence and the place of work are not in the same area, the applicant should apply to the exit and entry administration department at the place of work. It is also acceptable to entrust relatives and state agencies or relevant legal entities to apply.
The application will be completed within 6 months if the documents are complete.
