知识产权海关保护备案申请都应当通过“知识产权海关保护备案申请系统”提交。所以，备案申请人在提交备案申请前首先要注册为系统用户，且应当以知识产权权利人的名义进行注册，填写必要的用户信息，以获取系统账号和密码。
