海关总署8月25日宣布，将于8月31日零时启用第九版《中华人民共和国出/入境健康申明卡》。届时，各互联网申报渠道，例如微信小程序、互联网网页、APP将同步启用该新版申报功能。
The General Administration of Customs (GAC) announced on August 25 that the ninth edition of the "People's Republic of China Exit/Entry Health Declaration Card" will be adopted from 0:00 on August 31. At that time, various online declaration channels, such as WeChat applet, Internet webpage, and APP will simultaneously enable the new version.
新版本取消了对出入境人员核酸检测信息、既往感染情况、疫苗接种日期的申报要求，增加了在线确定《采样知情同意书》的功能，更加方便进出境旅客简化现场检疫流程。另外，还对以往出入境人员容易产生疑问的项目进行了完善或调整，更利于出入境人员理解和填写。
The new version no longer requires entry-exit personnel to declare their nucleic acid test information, previous infection(s) or date of vaccination, and offers online confirmation of the "Sampling Informed Consent", making it easier for inbound and outbound passengers to simplify the on-site quarantine process. Moreover, it has also improved or adjusted the items that confused entry-exit personnel in the past, so as to help passengers to easily understand and fill in.
目前出入境健康申报的填报方式有两种。
At present, there are two ways to fill in the entry-exit health declaration.
一种是电子申报，入境旅客可以在值机时、登机前、落地后等时段通过扫描或下载“中国海关旅客指尖服务”微信小程序和APP进行线上健康申报。
One is online declaration. Inbound passengers can make online health declarations by scanning or downloading the "中国海关旅客指尖服务" WeChat applet and APP during check-in, before boarding, or after landing.
另一种是纸质申报，旅客可以在机上或旅检通道领取纸质健康申明卡填报。
The other is paper declaration. Passengers can obtain a paper health declaration card on the plane or at the travel inspection channel to fill in the declaration.
为节省出入境时的通关时间，海关建议旅客选择电子申报方式。在通关前24小时内向海关申报，获取健康申报码，过关时向海关出示即可。
In order to save customs clearance time when entering or leaving the country, the customs recommends that passengers choose the online declaration. Passengers can make the declaration within 24 hours before customs clearance and obtain a health declaration code, and then just show it to the customs when passing.
2020年1月25日，为进一步做好新冠肺炎疫情防控工作，海关总署在全国口岸重新启动出入境人员填写《中华人民共和国出/入境健康申明卡》进行健康申报的制度，一直坚持至今。
On January 25, 2020, in order to further implement the prevention and control of the new crown pneumonia epidemic, the GAC restarted the system for entry and exit personnel to fill in the "Health Declaration Card" for health declaration at ports across the country.
根据中国相关法律，检疫传染病染疫人或者染疫嫌疑人采取不如实填报健康申明卡等方式隐瞒疫情，或者伪造、涂改检疫单、证等方式伪造情节等，将会构成“妨害国境卫生检疫罪”，因此各位旅客务必严格遵守海关检疫要求，并积极配合相关防疫措施。
As relevant Chinese laws stipulate, persons or suspects infected with quarantinable infectious diseases conceal the epidemic situation by not filling in the health declaration card truthfully, or forging or altering quarantine forms or certificates, etc. Therefore, all passengers must strictly abide by the customs quarantine requirements.
