今年7月1日起，东非共同体（肯尼亚、乌干达、坦桑尼亚、布隆迪、卢旺达、南苏丹和刚果民主共和国）正式实行第四档35%的共同对外关税（Common External Tariff, CET）的决定。

From July 1 this year, the East African Community, including Kenya, Uganda, Tanzania, Burundi, Rwanda, South Sudan and the Democratic Republic of Congo, officially implemented a fourth grade of 35% Common External Tariff (CET) of 35%.

计划纳入的商品包括乳制品、肉产品、谷物、食用油、饮料和酒类、食糖及糖果、水果、坚果、咖啡、茶叶、鲜花、调味品、家具、皮革品、棉纺织品、服装、钢铁产品和陶瓷产品等。

Commodities planned include dairy products, meat products, cereals, edible oils, beverages and alcohol, sugar and confectionery, fruits, nuts, coffee, tea, flowers, condiments, furniture, leather goods, cotton textiles, clothing, steel products and ceramic products.

为了保护本地制造业免受廉价进口的竞争，东共体起初设置了三档税率的共同对外关税（CET），即终端消费品25%、中间产品10%、原材料和资本货物0%，现在又增至了4个档次。

In order to protect local manufacturing from competition with cheap imports, the EAC initially set a three-tier CET of 25% for final consumer goods, 10% for intermediate products, and 0% for raw materials and capital goods. Now it is added up to a four-tier.

东共体现任秘书长彼得·马图基(Peter Mathuki)称，这次实行35%的共同对外关税是想通过鼓励发展当地制造业以及提高产品附加值和工业化程度来刺激区域内贸易发展，实现非洲大陆自由贸易区的利益最大化。

Peter Mathuki, the current Secretary-General of the EAC, said that the implementation of the 35% common external tariff this time is to stimulate the development of intra-regional trade by encouraging the development and industrialization of local manufacturing and increasing the added value of products, so as to maximize the benefits of the African Continental Free Trade Area.

据称，最高共同对外关税税率由25%提升至35%后，东共体区域内贸易收入将增加1890万美元，就业率提升0.03%，各成员国贸易收入增加5.5%。

It is said that after the maximum CRT rate is raised from 25% to 35%, the intra-regional trade revenue of the EAC will increase by 18.9 million US dollars, the employment rate will increase by 0.03%, and the trade revenue of the member states will increase by 5.5%.

肯尼亚、乌干达一向是非洲商业欺诈的高发地区。关税调整之后，进口成本增加，容易出现买家提货后拒不付款甚至失联的情况。在此提醒各位老板出口到相关地区时，务必注意风险防范，谨防受骗。

Kenya and Uganda have always been high-incidence areas of commercial fraud in Africa. Now, the import cost rises as the tariff increases, and it is more likely for buyers to refuse to pay or even lose contact after receiving the goods. Therefore, when exporting to those areas, you might better pay more attention to risk prevention and frauds.

要谨慎选择贸易伙伴，仔细甄别对方信息，了解对方资信状况；避免以高风险付款方式进行交易，比如赊销方式，尽量采用信用证方式支付以降低风险。

Screen carefully the information and credit status of your trading partner. Do not accept transactions with high-risk payment methods, such as O/A, and try to take letter of credit.

如果不幸被骗，及时采取适当法律手段维护自身权益，如及时向中国国际刑警组织报案等，并委派人员到货物所在地办理货物退运或转运，尽量将损失降至最低。

If you are unfortunately trapped in a fraud, take appropriate legal measures to protect your rights and interests in a timely manner, like reporting to the China Interpol. And then assign personnel to the location of the goods to handle the return or transshipment of the goods, try to minimize your loss.
