导读：10月13日起，入境台湾免隔离！


中国台湾于9 月 29 日起实施了第一阶段开放，全面恢复互惠免签证入境措施，入境时取消唾液 PCR 采检，改为提供四剂公费快筛（ART，也称抗原快速检测）试剂，但仍维持“3＋4”隔离政策（3 天居家检疫+ 4 天自主防疫）。
Taiwan, China, started the first phase of opening up on September 29, fully resuming the reciprocal visa free entry policy. At entry, it cancelled saliva PCR sampling and provided four reagents of antigen rapid tests, but still maintained the "3+4" isolation policy (3 days of quarantine followed by 4 days of “self-initiated epidemic prevention”).

第二阶段开放从10月13日起，将实行入境免隔离政策，即“0+7”政策，入境台湾人士不必居家或在旅店隔离，只需进行7天自主防疫。
The second phase of opening up will officially start from October 13 with a “0+7” quarantine policy. Arriving travelers will no longer be required to quarantine and will instead undergo a seven-day period of self-initiated prevention after arrival.

此外，还将开放非免签证国家入境，取消入境观光的禁团令。
Moreover, travelers from countries not granted visa-exemption treatment will be allowed to apply for visas to enter Taiwan for regular social visits and tourism. The ban on tour groups will also be lifted.
具体措施 Details


1、入境台湾地区免隔离，自入境当天起7天内实行自主防疫。

Mandatory quarantine will be discontinued. Self-initiated prevention will be implemented for 7 days from the day of arrival.

2、取消原来的入境前48小时入境健康申报;

Arriving travelers will no longer be required to make a health declaration on the Quarantine System for Entry 48 hours before arrival.

3、取消落地台湾机场PCR检测，改发4剂快筛试剂;

The PCR test at airport will be canceled and 4 agents of rapid test reagents will be given instead.

4、取消入境追踪机制;

Electronic fencing and monitoring measures will be suspended.

5、入境时无症状者不需要搭防疫车辆，可以搭大众交通工具、出租车、自驾、 亲友接送;

Travelers without COVID-19 symptoms can take public transportation, taxis, self-driving, and be relatives and friends to pick up and send them off.

6、入境不需要疫苗接种记录;

No vaccination record is required.

7、入境后可以住在自己或亲友的家里，执行一人一室的自主防疫(“最好有”单独卫浴);

Arriving travelers should stay at home or a residence of a friend or family member or a hotel room that meets the requirement of “one person per room” (with a private bathroom) in the self-initiated prevention period.

8、或选择住任意旅馆，不再需要住防疫旅馆;

They can choose any hotels to stay instead of quarantine hotels.

9、两日内快筛阴性可以外出;

Negative result from an at-home rapid test taken within two days is required before they go out.

10、两日内快筛阴性可以出境;

Negative result from an at-home rapid test taken within two days is required before they leave Taiwan.

11、非必要不就医，不去医院探病，避免接触重症高风险对象。
Arriving travelers cannot visit or stay with a hospitalized individual in a hospital. Non-urgent medical services or examinations should be postponed. They should avoid coming into contact with persons who have a high risk of developing severe COVID-19.


虽然得益于半导体产业，中国台湾的经济仍保持相对健康。但旅游业也受到了很大影响，2019年访台游客曾达到1,180万人次，而去年只有140,479人次。目前来看，台湾政府正努力复苏旅游业。
Taiwan's economy has remained relatively stable thanks to the semiconductor industry. However, the tourism has been hit hard. In 2019, there were 11.8 million tourists visiting Taiwan, but the number dropped to 140479 last year. At present, it seems that the Taiwan government is trying to revive the once prosperous tourism.

早在9月26日，中国香港就已将入境隔离要求由“3＋4”直接变为“0＋3”， 即入境后不需酒店隔离，只需居家检疫3日，期间可自由外出。
Early on September 26, Hong Kong, China changed its entry quarantine requirements from "3+4" to "0+3", that is, no isolation in hotel but only 3-day home quarantine is required upon arrival, during which inbound travelers will be allowed to go out.

*抵港后居家检疫3日期间可自由外出，但通行码为“黄码”，不可进入餐厅等场所；若在抵港第3日核酸检测结果为阴性，则会改发蓝码，解除黄码限制。
*During the 3-day home quarantine, arrivals will be issued be issued a yellow health code which allows them to go out freely but cannot enter restaurants. Provided the PCR test result of the 3rd day is negative, they will be issued a blue QR code, removing all restrictions imposed under the yellow code.


至于中国澳门，由于仍需与大陆保持免隔离通关，因此短期内无法放宽入境隔离政策。但目前中国大陆已将隔离时间缩短至7日，并且放宽了航司熔断的机制，相信之后也会逐渐放开。
As for Macao, as it still needs to maintain quarantine-free cooperation with the mainland, it is hard to relax the quarantine requirements in a near future. At present, the mainland has shortened the isolation time to 7 days, and has relaxed the "circuit breaker" mechanism for airlines. It is believes that the mainland will further open soon.
