Türkiye introduces fivefold hike in fees for passing its straits

据土耳其当地媒体援引土耳其交通部的说法，土耳其已将船舶通过达达尼尔海峡和博斯普鲁斯海峡的通航费费从0.8美元/吨提高了5倍，达到4美元/吨，并自10月7日起实施，这也是该国自1983年以来首次增加船舶通航费用。

According to the Turkish Ministry of Transport quoted by local Turkish media, the Turkish authorities are planning to increase the cost of fees for the passage of merchant ships through the Bosporus and Dardanelles by five times, from US$0.8/ton to US$4/ton, effective from October 7 this year. This is the first time the country has increased passage costs since 1983.

土耳其海峡是将货物从黑海运往地中海的唯一通道。根据1936年签署的《蒙特勒公约》，土耳其可以对通过博斯普鲁斯海峡并进出达达尼尔海峡的船只收取灯塔、救援和医疗费用。

Those straits in Türkiye are the only passages for cargo from the Black Sea to the Mediterranean, It is indicated that the increase in fees, in particular for the lighthouse, medical care, evacuation of merchant ships, is provided for by the Montreux Convention of 1936, which regulates navigation in the straits.

This part of the fee was originally calculated in francs, and was later paid in US dollars according to the Turkish lira exchange rate because the franc was removed from currency circulation.

据土耳其《沙巴日报》报道，通货膨胀加剧凸显出土耳其对海峡通航收费过低的问题，估计费用提高后，土耳其的海峡通航收入将从4000万美元提高到2亿美元。

According to Daily Sabah, the rising inflation highlights Türkiye's undercharging for strait navigation. It is estimated that after the increase, Türkiye's strait navigation revenue will climb from 40 million US dollars to 200 million US dollars.

根据总部位于乌克兰的货运分析机构ISM的预估，费用提高后，一艘31500载重吨（dwt）的货船通过土耳其海峡时，费用增加将超过21000美元，或相当于每载重吨货物额外增加0.68美元的费用。

According to estimates from Ukraine-based freight analysis agency ISM, the cost increase would exceed $21,000 for a 31,500 dwt vessel passing through the Turkish Strait, an additional $0.68 per dwt of cargo.

对于运载谷物货物的巴拿马型或卡尔萨姆型船，过境费用将增加33000~35000美元，或每载重吨货物增加约0.5~0.55美元。

For Panamax or Carsammax vessels carrying grain cargoes, transit charges will increase by $33,000 to $35,000, about $0.5 to $0.55 per dwt of cargo.

土耳其当局表示，鉴于目前的运费水平，这些费用的增加不到总运费的1%，对船舶整个航行运费的影响实际上是微乎其微的，因此不会对运输成本产生巨大影响。

The Turkish authority said that given current freight rates, the increase in these charges is less than 1% of the total freight, and the impact on the freight rate of the entire voyage of the vessel is actually negligible, so it will not have a huge impact on transportation costs.

然而，希腊船东协会（HSSA）表示，土耳其当局的这一决定将给频繁通航的短途商船带来很大运营成本和管理问题，影响了贸易的有序运作，进而影响了航运。

However, the Hellenic Shortsea Shipowners Association (HSSA) stated that the decision of the Turkish authority will bring great operating costs and management problems to short-distance merchant ships that frequently sail, affecting the orderly operation of trade and thus shipping.
