3月1日起，多国赴华直飞航班不再查核酸

No 48-hour result required for flying to China from March 1
近日，俄罗斯、新加坡、菲律宾、泰国、柬埔寨、马来西亚、斯里兰卡、阿联酋、埃及、南非、新西兰、瑞士等国大使馆发布公告称，自3月1日起，允许从当地搭乘来华直飞航班人员以抗原检测（包括用试剂盒自测）替代核酸检测，各大航司不再查验48小时核酸阴性结果。
Chinese Embassies in Russia, Singapore, Philippines, Thailand, Cambodia, Malaysia, Sri Lanka, United Arab Emirates, Egypt, South Africa, New Zealand, Switzerland have informed that from March 1, passengers taking direct flights from the local areas to China can replace 48-hour nucleic acid testing with antigen testing (including self-testing), and airlines will no longer check relevant reports.

海关总署与澳门海关签署AEO互认安排

General Administration of Customs and Macao Customs signed AEO mutual recognition arrangement
内地海关成为澳门海关首个AEO互认伙伴。内地与澳门海关实施AEO互认安排后，双方AEO企业货物可享受较低查验率、优先查验、指定联络员服务、优先通关等4项互认便利措施，帮助AEO企业大大压缩货物通关时间。
The customs in Mainland have become the first AEO mutual recognition partner of Macao Customs. After implementation, the AEO enterprises of both sides can enjoy four mutual recognition facilitation measures, including less inspection, priority inspection, designated liaison service, and priority customs clearance. Such measures can help the AEO enterprises greatly reduce the time for customs clearance of goods.

跨境电商出口退运商品免征进口关税

Tax exemption for returned goods in cross-border e-commerce
对自1月30日起1年内，在跨境电子商务海关监管代码（1210、9610、9710、9810）项下申报出口，且自出口之日起6个月内因滞销、退货原因原状退运进境的商品（不含食品），免征进口关税和进口环节增值税、消费税；出口时已征收的出口关税准予退还；出口时已征收的增值税、消费税，参照内销货物发生退货有关税收规定执行。
On January 30, China’s three departments jointly issued an announcement on the tax policy for returned goods in cross-border e-commerce. The returned goods will be exempted from import duties, import value-added taxes and consumption taxes. Moreover, the export duties already collected at the time of export will be allowed to be refunded.

中国人民银行与巴西中央银行签署合作备忘录

China, Brazil agree yuan clearing in Brazil
近日，中国人民银行与巴西中央银行签署了在巴西建立人民币清算安排的合作备忘录。
China and Brazil's central banks recently signed a memorandum of understanding on setting up yuan clearing arrangements in Brazil, the People's Bank of China said recently.

中国人民银行相关负责人表示，巴西人民币清算安排的建立，将有利于中国与巴西两国企业和金融机构使用人民币进行跨境交易，进一步促进双边贸易、投资便利化。
The establishment of the RMB clearing arrangement in Brazil will help Chinese and Brazilian enterprises and financial institutions use RMB for cross-border transactions, and further promote bilateral trade and investment facilitation.

伊拉克将允许以人民币结算对华贸易

Iraq to allow China trade to be settled in RMB yuan
2月22日，伊拉克中央银行在官网发布声明，首次宣布将允许与中国的贸易直接以人民币结算，以改善对外贸易融资，稳定汇率。
The Central Bank of Iraq plans to allow trade with China to be settled directly in yuan for the first time to improve its access to foreign currency. The settlement of trade in the Chinese currency instead of the US dollar will help the Iraqi central bank to “stabilize exchange rates”, it said in a statement on its website.

声明表示，对华贸易用人民币结算有两种途径：一是，增加在中资银行开设人民币账户的伊拉克银行的人民币储备；二是，使用伊拉克央行在摩根大通银行和新加坡星展银行的美元储备，将美元兑换成人民币。
The central bank said it has options, the first being measures to boost the balances of Iraqi banks that have accounts with Chinese banks in the yuan. “The second option: strengthening the balances of Iraqi banks through the accounts of the central bank to the final beneficiary in the Chinese yuan, through our accounts with JP Morgan and the Development Bank in Singapore,” the regulator said.

阿联酋对国际进口商品征收认证费

UAE announces new tax rules for imported products
阿联酋外交与国际合作部（MoFAIC）宣布， 所有进入阿联酋的进口商品必须附有外交与国际合作部认证的发票。从2月1日开始，任何价值10000迪拉姆或以上的国际进口发票都必须经过MoFAIC证明。
The UAE has announced new rules for international imports, according to the Ministry of Foreign Affairs and International Cooperation (MoFAIC). Beginning February 1, international import invoices valued at or over AED10,000 must be attested by MoFAIC.

MoFAIC将对每份价值10000迪拉姆或以上的进口商品发票收取150迪拉姆的费用。
MoFAIC will collect a fee of AED150 for every commercial invoice of imported goods valued at AED10,000 or more.

此外，MoFAIC 将针对认证商业文件征收2000迪拉姆的费用，并对每份个人身份文件、认证文件或发票副本、原产地证书、舱单和其他相关文件征收150迪拉姆的费用。
What’s more, MoFAIC will charge a fee of AED 2000 for the certification of commercial documents, and AED 150 for each individual identity document, certification document or invoice copy, certificate of origin, manifest and other relevant documents.

如货物进入阿联酋之日起14天内未能证明进口货物原产地证书和发票的，外交与国际合作部将对相应的个人或企业处以500迪拉姆的行政罚款。如果重复违规，将处以更多罚款。
Importers have 14 days to pay the attestation fees after the customs declaration for imported goods has been set. If it is overdue, the MoFAIC will impose an administrative penalty of AED 500 on the corresponding individuals or enterprises.

阿尔及利亚强制使用消费品条码

Algeria make bar codes a mandatory
2023年3月29日起，阿尔及利亚将禁止在国内市场上引入任何没有条形码的在地制造或进口产品，所有进口产品也必须附带其国家的条形码。
From March 29, 2023, Algeria will prohibit the introduction of any locally manufactured or imported products without bar codes in the domestic market, and all imported products must also be accompanied by their country's bar codes.
目前在阿尔及利亚已超过50万项产品带有条形码，可据以追朔从生产到销售的过程。非洲目前有25个国家实施条形码，在2023年底之前，可望所有非洲国家都强制执行。
At present, more than 500000 kinds of product in Algeria have barcodes, which can be used to trace the process from production to sales. Now, there are 25 countries in Africa that adopt bar codes. It is expected that all African countries will enforce bar codes by the end of 2023.

埃及将上调苏伊士运河过境费

Egypt's Suez Canal to increase surcharges on crude tankers from April
埃及苏伊士运河管理局表示，自4月1日起，对未装载原油油轮的附加费将上调至正常过境费的15%；对装载原油油轮的附加费上调至正常过境费的25%。
Surcharges on crude oil and petroleum product tankers will be raised from 15 per cent to 25 per cent of total transit fees, the Suez Canal Authority said on its website on Tuesday. Surcharges on empty (ballast) tankers will also be raised, from 5 per cent to 15 per cent, when the new rates come into effect in April.

菲律宾正式批准RCEP协定

Philippine senate ratifies RCEP trade agreement
菲律宾国会参议院2月21日晚投票通过485号决议案，正式批准区域全面经济伙伴关系协定(RCEP)核准书。
he Philippine Senate on Tuesday ratified the Regional Comprehensive Economic Partnership (RCEP) trade agreement, meaning the ASEAN member has officially approved the pact.

当晚，菲律宾国会参议院以20票赞成、1票弃权、1票反对的结果正式批准RCEP核准书。
Twenty senators voted for the agreement, paving the way for ratifying the world's largest free trade area representing 30 percent of the global gross domestic product (GDP). One senator abstained, and one voted against it.

随后，菲律宾将向东南亚国家联盟秘书处提交核准书。RCEP将在核准书提交60天后正式对菲律宾生效。
After the RCEP officially took effect on Jan 1 last year, the trade pact enters into force 60 days after a member officially deposits the instruments of ratification, acceptance or approval to the ASEAN Secretariat, the agreement's depositary.

孟加拉国吉大港出台限重新规

Chittagong, Bangladesh introduces restrictions on re-regulation
日前，吉大港港务局(CPA)办公室在一份通告中表示，从2月10日起，一个集装箱(包括20尺和40尺柜)最多可装载30.48吨货物。
The Chittagong Port Authority (CPA) Office stated in a circular that starting from February 10, a container (including 20-foot and 40-foot containers) can carry up to 30.48 tons of goods.

“针对20英尺和40英尺集装箱，吉大港接受最大毛重（包括集装箱在内的总重量）为30,480千克的分类、装载和评级标准。”通告中写道。
"For 20ft and 40ft containers, Chittagong Port accepts a maximum gross weight (total weight including container) of 30,480kg for sorting, loading and grading," the circular read.

但是针对超重，吉大港港务局不会提供任何设施来处理超过ISO规定重量限制的集装箱。
But for overweight, Chittagong Port Authority will not provide any facilities to handle containers exceeding the weight limit stipulated by ISO.

在这种情况下，相关的船务代理/MLO将自行承担费用、风险和责任做出必要的安排，并且应在此类集装箱抵达之前获得CPA的许可。
In such cases, the relevant shipping agent/MLO will make the necessary arrangements at their own cost, risk and responsibility and should obtain permission from the CPA prior to the arrival of such containers.
