今年，国家移民管理局再次明确，具有博士学位、在中国境内工作的外籍华人，可向公安机关出入境管理部门申请在华永久居留，其外籍配偶和未成年子女可随同申请。且该政策在全国范围内实施，无地域限制。
This year, the NIA made it clear that Chinese foreigners working in China with doctorate degrees can apply for permanent residence in China, together with their foreign spouses and minor children. The policy is implemented nationwide.
其中的博士学位既可以是在中国境内获得，也可是海外获得，但国外高校毕业的需提供教育部留学服务中心出具的认证，也就是我们所说的学历认证。
The doctoral degree can be obtained both in China and abroad, but authentication of the degree from the Overseas Study Service Center of the Ministry of Education is required for those from foreign universities.
不仅是申请中国永居，外国人申请来华工作许可，很多情况下都要提供最高学历认证，可以说是工作许可的必要申请材料。
The authentication of the highest degree is not only for applying for permanent residence in China, but also for foreigners to apply for work permits in China in many cases.
学历认证有三种方式，经认证的学历均仅在中国境内使用有效。
There are three ways to authenticate an academic degree, and the authentications are only valid in China.
1️⃣ 中外领事双认证 Double authentication.
申请人国籍所在国外交部门认证→中国驻所在国驻外使(领)馆认证。
Authenticated by the ministry of foreign affairs of the country of the applicant’s nationality → authenticated by the Chinese embassies (consulates) in the said country.
2️⃣ 申请人获得学位(学历)所在国驻华使(领)馆认证。
Authenticated by the embassies (consulates) of the country where the applicant obtained his/her degree (academic) in China.
3️⃣ 中国学历认证机构认证（教育部留学服务中心）
Authenticated by China’s academic qualification certification body (Study Abroad Service Center of the Ministry of Education).
其中最便捷的是中国教育部的认证，个人可直接登录教育部留学服务中心网上服务大厅（网址：http://zwfw.cscse.edu.cn/）进行学历认证。
Among them, the third one is the most convenient. Individuals can just log in to the online service hall of the Overseas Study Service Center of the Ministry of Education (website: http://zwfw.cscse.edu.cn/ ）and apply for authentication.
接受认证范围 Degree that can be authenticated
1、在外国大学或其他高等教育机构学习所获相应国（境）外学历学位证书和高等教育文凭；
The corresponding foreign (overseas) academic degrees and higher education diplomas obtained from foreign universities or other higher education institutions.
2、在中国境内依法设立（办学）的中外合作办学机构（项目）学习所获相应国（境）外学历学位证书和高等教育文凭；
The corresponding foreign academic degrees and higher education diplomas obtained from a Chinese foreign cooperatively run school (project) established (running) in China according to law.
3、在台湾地区的大学或其他高等教育机构学习所获相应学历学位证书和高等教育文凭；
Academic degree certificates and higher education diplomas obtained by studying in universities or other higher education institutions in Taiwan.
4、在中国澳门特别行政区的大学或其他高等教育机构学习所获得相应学历学位证书和高等教育文凭；
The corresponding academic degree certificates and higher education diplomas from universities or other institutions of higher education in the Macao Special Administrative Region of China.
5、在中国香港特别行政区的大学或其他高等教育机构学习所获学士以上（含学士）层次的学历学位证书和高等教育文凭。
A bachelor's degree or above and a diploma in higher education obtained by studying at a university or other institutions of higher education in the Hong Kong Special Administrative Region of China.
*认证的申请人没有国别限制，无论是中国人还是外国人，符合条件的学历学位，都可以在中国教育部认证。
*There are no national restrictions on applicants. Whether they are Chinese or foreigners, they can get qualified academic degrees authenticated by the Ministry of Education of China.
