The answer is no, because the functions of the various types of visas are specific to particular matters. For example, the M visa is issued to persons entering the country for business and trade activities; the L visa is issued to persons entering the country for tourism. Each type of visa has its own function, so it is not possible to work without work visa.

What do expats need to prepare for working in China?

International friends who work in China shall obtain work permits and work-type residence permits in accordance with relevant regulations. No unit or individual may employ expats who have not obtained work permits or work-type residence permits.

First apply for the employment permit notice/employment card, then apply for the work residence permit.

What happens if you work without a work permit in China?

According to ChineseNews, in 2017, the police of the Exit and Entry Management Detachment of Sanya Public Security Bureau found that KUPRINAOLGA, a Russian woman, was suspected of illegal employment in China. On November 3, 2017, she entered the country from Huanggang Port of Shenzhen with an "M" trade visa and arrived in Sanya on the same day. She was detained by the Sanya Municipal Public Security Bureau for 30 days for working in China without obtaining a work permit and work-type residence permit as required. 


The absence of work permits and work residence permits leads to illegal employment of individuals. The consequences of illegal employment are not simply a warning by the police, but even a fine and detention. Such illegal employment will leave a bad record and affect the possibility of coming back to China in the future and applying for other types of visas.
