On April 21, the Information Office of The State Council held a press conference to introduce the relevant situation of the "Comprehensive Pilot Work Plan for Accelerating the Expansion of Opening-up in the Service Industry" (hereinafter referred to as the "Work Plan").
The Work Plan proposes that in the medical field, the pilot tasks include:
○Supporting foreign doctors to open clinics;
○Short-term practice of overseas medical professionals and technicians;
○Support the establishment of foreign-funded nursing colleges;
○Non-profit medical institutions and elderly care institutions are allowed to be established through donations;
○Support the construction of a patent thematic database on gene and cell therapy;
○Explore and optimize the sampling inspection model for imported rare disease drugs, etc.

Meanwhile, in this pilot program, many new tasks have been deployed in the medical field.
For instance, support qualified foreign and Hong Kong, Macao and Taiwan doctors to open clinics locally, support overseas medical professionals such as physicians, nurses and pharmacists to practice locally for a short period in accordance with regulations, and simplify and optimize the approval process; On the basis of ensuring data security and patient privacy, explore the co-construction and sharing of health and medical databases, and strengthen the standardization of clinical medical data and the sharing among hospitals and other tasks.
According to statistics, there are currently over 150 joint venture and wholly-owned medical institutions in China, mainly located in pilot cities such as Beijing, Shanghai, Tianjin, Chongqing and Guangzhou. In terms of introducing foreign medical personnel, there are currently more than 1,500 foreign medical personnel practicing for a short period in China.
