Guangzhou Work Visa New Policies
Salary Standards Guidelines
Since 2026, Guangzhou Foreign Experts Bureau and Exit-Entry Administration have fully upgraded the review for foreign work visas (Z Visa), featuring stricter requirements, detailed examinations and enhanced system verification.
Joint regulations by provincial and municipal authorities plus automatic system interception have become standard practice. Any negligence may lead to application rejection, return or renewal failure. Combined with the latest policies, HACOS sorts out key updates and compliance tips for your reference.

Mutual Recognition

The "One-city Approval, Two-city Recognition" policy applies to Category A talents.
Qualified applicants are exempt from resubmitting academic certificates, employment records, police clearance certificates and medical reports when working across cities.
❌ Tourist (L Visa) & Business (M Visa) holders cannot directly apply for work permits in mainland of China. They shall exit and apply for Z Visa first. Exception is available for individual cases of Category A talents.
🏠 Accommodation registration must be completed within 24 hours. Overdue registration will result in a fine of 1,000 - 5,000 RMB. Services are available via the 12367 APP & Mini Program.
📍 Police clearance certificate and academic certification are mandatory. Overseas academic credentials must be certified by the Chinese Service Center for Scholarly Exchange. Review for certain national documents may take up to 60 days. All foreign documents need official Chinese translation with company seal.
New Review Trend:
Full-link Cross Verification
After the system upgrade, the following materials can now be compared in real time across multiple departments and automatically trigger alerts:
Academic degree and certificate verification
(networked verification with the overseas education service center)
No criminal record certificate
(double verification of notarization and certification)
individual income tax payment certificate
(verification of salary authenticity)
Accommodation registration record
(timeliness verification)
Social security payment record
(continuity verification)
Inconsistent or missing information will trigger system alerts and cause delays or rejection. We suggest conducting pre-assessment to avoid unnecessary losses.
