The employer registers an account in the corresponding system and submits relevant materials for application.

With the permit notice, go to the Chinese embassy or consulate abroad to apply for a Z-type work visa (valid for 3 months, single entry; must enter China within the validity period).
Step 3: Apply for a "Work-type Residence Permit" after entry
Within 30 days of entering China with a Z-type visa, apply at the corresponding public security entry-exit department; Guangzhou has realized one-stop processing, eliminating the need to run between multiple departments.
Guangzhou and Foshan
Special Policies
In February 2026, Guangzhou and Foshan jointly launched a convenient policy for the cross-city mobility of foreign talents, with the core benefits as follows:
1. Exempt from Submitting Materials: If you have obtained a work permit in either Guangzhou or Foshan and change jobs across cities within 30 days, you are exempt from submitting a criminal record certificate and a medical examination report; when changing employers, you are exempt from submitting the highest academic degree certificate, and if the job position and title remain unchanged, you are exempt from submitting work experience certificates.
2. Unified Salary Recognition: Both cities use the average wage of employees in urban units in Guangdong Province as the benchmark, and cross-city mobility does not affect the recognition of Class A and Class B talents.
