On December 18–19, 2025, the European Union summit was held at the EU headquarters in Brussels, the capital of Belgium. Leaders from numerous European countries gathered for the event. In contrast to the orderly proceedings inside the venue, a "tractor protest" unfolded outside the conference hall. On the 18th, approximately 10,000 farmers from 27 EU member states drove their tractors to rally here, protesting over concerns that the EU-Mercosur free trade agreement and related policies could negatively impact agricultural produce prices.
2025年18日至19日，欧盟峰会在比利时首都布鲁塞尔的欧盟总部召开。欧洲多国领导人齐聚一堂。与会场内秩序井然相悖的是会议厅之外的“拖拉机抗议”：18日，约1万名来自27个欧盟成员国的农民驾驶拖拉机在这里集会，其主要目的是反对欧盟与南方共同市场历经谈判达成的原则性自由贸易协定。该协定拟通过大幅削减关税创建庞大自贸区，但农民担忧这将导致生产成本更低的南美农产品大量涌入，直接冲击欧盟本地农产品的价格。此外，欧盟农民必须遵守全球最严格的环保、动物福利标准，而协议却未能确保进口产品遵循同等标准。

Since morning, police have used water cannons to disperse some protesters, while tires and trash cans were set ablaze, sending thick plumes of smoke blanketing the protest site.

农民的愤怒从何而来
Florence Pélissier, a crop farmer from the Seine-et-Marne region in France, argues that the free trade agreement between the EU and Mercosur creates "unfair competition." She says, "They can sell us agricultural products treated with substances that we are not allowed to use, send us substandard poultry, yet demand that we adopt high-standard farming practices!"
Antoine Delfortrie, one of the heads of the Young Farmers’ Union in northern France, denounced the situation, saying, "People have had enough of all these standards and constraints." He also highlighted the risk of "unfair competition" that could arise from Mercosur countries in South America.

欧陆多国农民这次把拖拉机开进城，主要是对“越种越亏”的现实发出抗议：一边是柴油、化肥、饲料、人工等成本持续上涨，另一边是收购价被压着，利润越来越薄，日常还要应付繁琐的补贴申请和检查，耗时耗力。环保与减排的新要求推进快、过渡期短的同时配套资金并不充分，让中小农户跟不上节奏。同时，来自欧盟外的低成本农产品进入市场，让他们担忧标准不对等、竞争不公平。
Under the dual pressures of "cheaper imports" and "higher production costs," the livelihood of farmers continues to shrink, leading them to bring their appeals to the doorstep of EU institutions in the most direct way possible.
在“进口更便宜”和“生产更昂贵”的双重压力下，农户的生计空间被不断压缩，他们选择以最直接的方式把诉求带到欧盟机构门口。

巴西总统卢拉一直是该协议最积极的推动者之一。他原本希望在20日达成协议，以在明年大选前取得一项重大外交成就。他威胁说：“如果我们现在不签（协议），在我担任总统期间，巴西不会再签署任何协议。”德国总理梅尔茨在欧盟峰会上也力促签署该协定。
但法国和意大利等国持反对态度。法国总统马克龙表示：“我们还没准备好，这帐算得不对，签署该协议的条件尚未成熟。”他强调，欧盟绝不能为了协定而牺牲农民的利益。意大利总理梅洛尼周三也呼吁将签署日期推迟到明年。
Following strong protests from farmers and last-minute opposition from France and Italy, the European Union has postponed the signing of the Mercosur agreement with South American countries. Ursula von der Leyen, President of the European Commission, announced after a tense EU summit that the EU-Mercosur free trade agreement will not be signed as originally planned on December 20, but will be delayed until January of next year.
由于农民的强烈抗议以及法国和意大利在最后一刻的反对，欧盟推迟与南美国家签署南方共同市场协议。欧盟委员会主席冯德莱恩在气氛紧张的欧盟峰会后表示，欧盟与南方共同市场自由贸易协定将不会按原计划于20日签署，而是推迟至明年1月。

拖拉机抗议也拖出了一系列亟待解答的根本性问题。寻找环境目标与农业生产者生存之间的可持续平衡点，已成为欧盟无法回避的紧迫课题。
