The vessel is 63.91m long, 10.60m wide, with a designed speed of 13.5 knots and an endurance of 2800 nautical miles. It is equipped with retractable full-speed fin stabilizers (single fin area of 5.5m²). When the vessel is sailing at a speed of 12 knots or more in beam seas with significant wave height of 2.5m, the use of fin stabilizers can meet the design goal of the significant value of the remaining roll angle single amplitude not greater than 3°.

The owner of the ship is the Marine Ecological Environment Monitoring Center of Zhejiang Province, which is a first-class professional marine ecological environment monitoring station in China. The ship is also equipped with a shipborne online monitoring system, a variety of advanced marine ecological environment professional monitoring instruments and equipment, several large specialized environmental monitoring laboratories and emergency accident scene command rooms, and other latest marine automatic monitoring technologies. It has the ability to conduct fixed-point and fixed-time sampling and on-site monitoring of hydrology, water quality, sediments and biology in estuaries and adjacent sea areas, coastal/offshore sea areas. It is one of the fastest marine ecological environment monitoring ships of its kind in China.
