导读:很高兴能够作为civil society 的代表,受邀参加国际货币基金组织2018 Annual Meetings·Washington,D.C.

正当我苦恼于错过了复旦今年的樱花季时,一封来自国际货币组织的年会邀请函来了。国际公益人才奖学金的盛情邀约,使我得以在使人烦恼的四月开启一次华盛顿之行。

很高兴能够作为civil society 的代表参加2018 Annual Meetings of the International Monetary Fund and the World Bank Group 2018年世界银行和国际货币基金组织(IMF)年会。

在座谈、交流、采访的过程中,渐渐发觉,这次会议带给我的,不仅仅是见到比尔·盖茨、世行行长、总理部长等big names,更是从那些在自己的领域创造性地做着小而伟大的事情的pioneers.

现在以一个会议笔记摘要和的形式,同大家分享此次世行之行在big data and SDGs,anti-corruption,women empowerment等领域带给我的启迪与冲击。

The future of Resilience: Banking on Cities 

This event not only showcased the key issues faced by major global cities in attracting private capital to build resilience to climate and disaster risk, but gave the audience a front-row seat to insights from the world of finance on how they could do so. All that are talked about in this forum were trying to support the SD VPU’s aim to build resilient cities and communities, in line with the World Bank’s goals to end extreme poverty and boost shared prosperity. 

Key ideas:

ⅠThere are multiple approaches for cities to mobilize finance for climate resilience

Ⅱ Changing to resilient city is possible (working on dealing with floods, pursuing better traffic management)

Ⅲ The roles of the city is that citizens are directly to the government/cities are powerful in mobilizing people.

In Q&A,Patricia Espinoza claimed that 2018 is a year full of challenging and rewarding tasks. It is more than protecting financial assets and we still has a small window for opportunities.So we are supposed to be better prepared to address bigger challenges.

Accelerating Progress Towards Universal Health Coverage:

Tackling the Health Financing Crisis to End Poverty

Background 

Universal Health Coverage (UHC) is a foundational investment in human capital to drive sustainable, inclusive economic growth. Yet, half the world’s population still does not have access to quality health services, while 100 million people are forced into extreme poverty every year due to health expenses. This shortcoming not only impedes progress towards the Sustainable Development Goals (SDGs) for health, it also holds back progress on the central SDG goal of ending poverty by 2030.

Key ideas

Countries are pursuing reforms, building political commitment and going beyond business as usual to ensure that all people receive needed quality health services without financial hardship.

The Security-Development Nexus

Key word:

the relationship between security and developmentand

Panels:

This event  brought together World Bank Group President Jim Yong Kim, General John Allen, President of the Brookings Institution, and a panel of high level guests mainly from coutries where cizitens are suffering from wars and disturbances

Key ideas:

ⅠIt is necessary to heed the need to improve our understanding of the relationship between security and developmentand enhance collaboration across the humanitarian, development, peace and security sectors to deliver more efficiently and effectively in fragile and conflict-affected settings.

Ⅱ Local people are not willing to investment due to the security problem, but it will attract investment overseas(from the Iraq mayor)

Ⅲ Approaches of conflicts resolving about regional dimensions with regional approach are evolving with conflicts.

The SDGs and Big Data

The SDGs will not be achieved through business as usual. This event showcased how big data and new technologies are transforming cities and local communities seize new opportunities for jobs and manufacturing; deliver effective and inclusive transport and energy services; prepare for disasters; and target assistance to those who need it most. 

Panels:

The event brought together policymakers, private sector representatives and local government officials to discuss how public and private sector can partner to unlock big data’s potential.

Key ideas:

ⅠEvery single person can make a change with data

Ⅱ We need to visualize Data——reveal the current problem——present it 

Ⅲ big data can be used for public good (economic opportunities for rural area /traffic congestion /deal with gender gap/ infectious diseases)

Ⅳ there are several ways to promote this process: building robust system and flexible system for citizens to imitate change, just like “2008 let’s do it”; building the smart city and areas to promote the attention to on quality of data (new classification) and use them across the world in your business.

Debt and Growth :A balancing act

Key word:

Fiscal sustainability

Overly-rapid increase

Ways to generate growth

Basic Content:

As debt vulnerabilities rise globally, countries increasingly find themselves grappling with a trade-off between boosting potential output and rising debt. Record high external bond issuances add risks for emerging market economies in the context of monetary policy normalization and heightened market volatility. Rising debt levels and increased borrowing on market and non-concessional terms raises vulnerabilities for low-income countries. 

Key ideas:

We need to explore 

ⅠThe balancing act between growth and debt that countries face

Ⅱ The sources of debt vulnerabilities

Ⅲ The role of debt management(anti-corruption) in making countries more resilient to changes in global financial conditions

Ⅳ Key risks to debt sustainability.

What is crucial: 

debt to GDP ration

ⅠUse your debt productively to restore the stability

Ways to use debt: refugee——global public good

Resume development and growth agenda

Ⅱ We should re-assess risks and then take the opportunity. Emphasis should be on uses of these funds(Paris Club)

Ⅲ We are supposed to balance our resources, examine the instruments of finance reassessment.

Disrupting the Gender Divide

 We need to keep the mobility and break the ceiling we used to have, just like women engineering, to look for the poverty-reduction.Be you, be great!

The Power of Online Finance and Market Platforms

From the High-Level Panel to WE-FI:

Multilaterral Approaches to Women’s Economic Empowerment and Entrepreneurship

Note:Women Entrepreneurs Finance Initiative (We-Fi) 

Across developing countries, women-owned small and medium enterprises (SMEs) face unique and significant hurdles to starting and growing their businesses. They are often shut out by financial institutions and face unfavorable business and regulatory environments along with a lack of networks and links to high-value markets. Now, some of these barriers are beginning to crumble, thanks to digital technologies that hold great promise for boosting economic opportunities for women.

ⅠHow technology-driven online platforms can facilitate access for women entrepreneurs as providers and users of goods, services, and capital

ⅡHow initiatives such as the Women Entrepreneurs Finance Initiative (We-Fi) are enabling women to overcome financial and other market barriers.

Ⅲ Going beyond finance digital market to give women a chance to contribute to women entrepreneurship

Women’s economic empowerment can only occur when barriers to women’s economic agency, participation, leadership, and growth are addressed. The panel will highlight the solutions to addressing these barriers that exist--and are still needed--within the multilateral system, including the critical role of the private sector in promoting women’s entrepreneurship.
