The GB-standard advocacy project was successfully completed and delivered in a cross-team communication and cooperation mode.
众所周知,GB24409-2020为强制性标准。不符合强制性标准的产品,不得生产,使用和进口。当第一版草案于2019年2月份发布时,分析表明我们的业务将受到重大影响。许多高价值的产品必须终止。无论水性涂料还是溶剂型涂料,大都数的底色漆都不能满足最初版的国标要求。
As you may know, GB24409-2020 is a mandatory standard. The product does not meet the mandatory standard shall not be manufactured, used and imported. When the first draft version was issued in February of 2019, the analysis indicated that our business would be impacted greatly. Many high value products would have to be terminated. The majority base coat could not meet the original draft, no matter the waterborne or solvent borne.

To avoid the negative impact to our business, we build up our internal advocacy team which contains campus, technical and marketing.

In the past months, the team and PS&R have close and good collaboration for the same target. Till the end of September, totally there were 7 draft versions for GB24409 and 14 draft versions for "low VOC standard" issued, and GB24409-2020 has been formally promulgated on March 4, 2020 and will come into force on December 1, 2020. For each draft version, we always discuss carefully and decide the next advocacy strategies. In general, we implemented our advocacy strategies from 3 aspects:

Directly suggested to adjust the regulated VOC values.

提前考虑以确保我们正在开发的产品合规
Think ahead to secure our developing products.

建议豁免某些特定产品
Suggest exempting some products.
到9月底,我们已经成功说服当局接受了大部分的建议。根据最终版本的“批准草案”,有风险的产品大大减少,相关受影响的净销售额也有所下降,这意味着我们为业务保障了大部分的资产。
By the end of September, we have successfully persuaded the authority to accept most of suggestions. Based on the final version of "draft for approval", the product number with risk have reduced drastically, and the relevant affected net sales also reduced, which means we secured most of assets for our business.
