In order to clean up lagging clean energy projects, the Shanxi government has started terminating solar and wind power projects for which it considers construction is taking too long. In this first batch, 1.4 GW of projects were cancelled.
The overall national pipeline is making progress nevertheless, as Dalian city has allocated 10 GW of offshore wind projects for the 14th and 15th FYP, and Jiangsu has published a 3.8 GW batch of projects to be competitively grid connected.
Finally, the investment for resources scheme is attracting another wind player to Hainan, as Windey has announced that it will set up a clean energy base in the west of the island.

Taipingwan development & investment company obtains nearly 10GW of wind resources in Dalian city
The Dalian Taiping Bay New Energy Offshore Wind Power Plant Competitive Selection Plan was released by the Taipingwan Development and Investment Company.
The document shows that with the strong support of the Dalian Municipal Government and relying on the resource advantages of its shareholders, Dalian Taipingwan New Energy Investment and Development has successfully obtained the Zhuanghe Offshore Wind Farm Site V project in Dalian.
During the 14th Five-Year Plan and 15th Five-Year Plan period, the group plans to develop more than 3 GW and 6 GW wind projects, respectively. Dalian Taipingwan New Energy is a joint venture established by China Merchants Taiping Bay and China 3-Gorges New Energy.

Jiangsu releases 3.8GW batch of market-oriented solar projects
The third batch of market oriented solar power generation projects for 2022 has been released by the Jiangsu Development and Reform Commission. The projects will be connected competitively, that is, the selected projects will be connected to the grid outside the scope of guaranteed grid connection.
The developers can connect to the grid after implementing the conditions for grid connection through self-construction, co-construction sharing, or purchasing services. The grid connection conditions mainly include flexible adjustment capabilities such as pumped storage, thermal storage solar thermal power generation, thermal power peak regulation, new energy storage, and adjustable load.
In addition, all projects must be fully grid connected before the end of 2024.

Windey will set up a clean energy base in Hainan
Windey (Zhejiang Windey Co., Ltd.) participated in the 2nd China International Consumer Goods Expo and Global Consumer Forum, during which the group has signed an agreement to develop a clean energy base in Changjiang county, on the west coast of Hainan.
Windey will set up a clean energy base and help develop local manufacturing capabilities while tapping the resources development potential of clean energy projects in Changjiang. The investment amount has not been published.

64MW distributed solar projects will be built along Shanxi’s expressway
Data from the Shanxi investment platform shows that the Shanxi Road & BridgeConstruction Group will build 66.4 MW of distributed solar projects on the Shanxi expressway representing a CNY 340 million investment.
Distributed solar arrays will be installed all along the expressway, on toll stations, service areas, and tunnels. The project is scheduled to start in August 2022 and be grid connected before the end of 2025. The power generated will be used for self-consumption and excess production will be sold to the grid.
