There have been interesting developments in the offshore wind sector this week. While it is not an official release, the Mingyang Qingzhou IV EIA report suggests that the offshore wind farm could feature 10 floating wind turbines with individual capacity of 12,5MW. Winners of the Fujian offshore wind project allocation tender have committed to record low on-grid tariff below 0.2CNY/kWh. Policy-wise, Shanghai has released its “14thFive-Year Plan” for the development of Shanghai’s digital economy mentioning “virtual power plants” as a key area of focus.

The Mingyang Qingzhou IV 500MW offshore wind farm could feature 10 12.5MW floating wind systems

The department of ecology and environment of Guangdong province has published the Mingyang Qingzhou IV Environment Impact Assessment report (EIA). 

The planned installed capacity of the project is 500MW, featuring 57 wind turbines including 47 fixed wind turbines with unit capacity of 8MW and 10 floating wind turbines with unit capacity of 12.5MW.The water depth of the wind farm ranges between 43 and 46 m.

While this is not an official announcement, the EIA which is a key document in the wind farm approval process, could be considered rather reliable in its description of the project setup.



Fujian offshore wind power commit to on-grid tariff as low as 0.2CNY/kWh

The winners of the first batch of competitive allocation of offshore wind farms in Fujian in 2022 have been released by the province’s development and reform commission. 

The competition covered the Lianjiang Open Sea Offshore Wind Farm (700MW) and the Matsu Island Offshore Wind Farm (300MW), both located in the waters east of Lianjiang, Fuzhou City.

According to the competition result, the Huaneng and Fujian Investment group consortium won the Lianjiang open sea Offshore Wind Farm and the CHN Energy and Wanhua Chemical consortium won the Matsu Island project. 

According to some contacts within the industry, the winners committed to on-grid prices of 0.19XX CNY/kWh and 0.20XX CNY/kWh.

Shanghai plans to build city-level "virtual power plants" and energy internet centers

Shanghai released the "14th Five-Year Plan" for the development of Shanghai's digital economy. 


The plan lists a number of objectives including the accelerated construction of a regional centralized power management model based on zero-carbon energy, the establishment of city-level "virtual power plants" and energy internet centers, and the aggregation of adjustable industrial and commercial loads, intelligent buildings, electric vehicle charging stations and distributed renewable energy. 


The dispatching mode of "source-load-shifting" has been transformed into a new mode of "source-load interaction" to achieve maximum consumption of “local” green power and create a new zero-carbon energy industrial ecosystem.

Mingyang and Envision won the bid for CGN's 750MW offshore wind power project

The winners of the CGN Huizhou Port No. 2 offshore wind turbine tenders (including towers) were announced. The bid was made of three projects (PA North, PA South and PB) with combined capacity of 750MW. 

Envision Energy won the bid for the PA North project with a capacity of 210MW and a unit price of 4109.47 yuan/kW. Mingyang Smart Energy won the bid for the PA South and PB projects with combined capacity of 540MW and a unit price of 4,372CNY/kW.

The Shandong power spot market welcomes another independent energy storage project

The Shandong Electric Power Trading Center conducted an integrity check on the 10MW/100MWh Feicheng Central Storage and Energy Storage Power Station built by China Reserve National Energy (Shandong) Power Energy Co., Ltd. which applied for registration.

So far the Shandong power trading center has approved 4 batches of independent energy storage projects with total capacity of 512MW/1,104MWh.
