Shenergy Hainan CZ2# offshore wind farm start construction
On the morning of November 26, the foundation of the onshore control center at the Shenergy Hainan CZ2 offshore Wind Power project was laid in Danzhou city, Hainan province, marking the start of the construction phase of the project.
Located in Beibu Bay, Danzhou City, the project is jointly invested by Shenergy Group and Shanghai Electric Wind Power Group. The project centre is located approximately 25km from the shore and the water depth is 15-25m, with a plannednstalled capacity of 1,200MW.
CSSC Haizhuang 18.0MW offshore wind turbine is about to roll off the production line
CSSC Haizhuang will launch the H260-18.0MW offshore wind turbine product, which will be officially announced and rolled off the assembly line in December 2022.
This turbine inherited from the mature technology of CSSC Haizhuang Windpower's marine high-speed transmission chain, ensuring the stability and reliability of the transmission system. The H260-18.0MW unit is mainly for Zhejiang, Fujian, Guangdong and overseas super-class wind resource markets.
Shanghai releases 500 CNY/kW investment reward for offshore wind power projects
The 2022 Shanghai Special Fund for Energy Conservation and Emission Reduction has been released by Shanghai DRC, awarding 500 CNY/kW for projects that can meet one of the following two conditions:
1.The project centre is located at least 50km from the shore and the project constructed in the sea area under the jurisdiction of Shanghai city
2.Offshore wind power projects constructed in the sea area under national jurisdiction and with power consumed in Shanghai
The reward is allocated over 5 years at a rate of 20% per year. The annual reward amount for a single project shall not exceed 50 million yuan.
Signs of positive development for power offtake of wind and solar projects in Liaoning
In 2020 Liaoning provincial DRC had released a policy (Liaoning DRC [2020]30#) “encouraging” wind and solar project to “voluntarily” sell a portion of their annual energy production (at least 300 full load hours for wind and 100 full load hours for PV) at a very low price of 0.1 CNY/kWh.
Despite the optional nature of the policy, the pricing had more or less been forced on power producers, justified by strong curtailment risk in the province. This policy has just been cancelled, suggesting an improvement in the pricing and off-take of renewable energy power in the region.

Beijing Power Exchange sold ~780,000 green electricity certificates (eq.780GWh) from September to November this year
Since the first launch of Green Power Trading in 2021, the total transaction volume in the State Grid territory reached 20.415TWh as of Nov.13, 2022, which accounts for roughly 2% of the wind and solar power produced in China over the same period. 5383 renewable power generation companies and 2749 power users have concluded transactions. On average, 7420MWh was bought by each green power purchaser.
At the same time, since September this year, all power participants in State Grid area can purchase Green Electricity Certificates (GEC) directly at the Beijing Power Exchange (BPX) platform. Over the past three months, BPX has sold almost 780,000 pc of GEC. If the current momentum continues, the BPX will out-perform the National GEC Trading Platform, who used to be the only official channel to buy GEC.
