 对国外杂志投稿的时候，一般都是使用 email 投递，除了正文文章作为附件发送以外，还需要写一封信，叫cover letter，一封好的cover letter可以起到很好的作用，就好比你求职的时候的自荐信，要做到吸引编辑的眼球。cover letter的内容主要需要向编辑详细的介绍你的文章的主要内容，突出文章的创新性，价值，还有你为什么要发表这篇文章，还可以简要指出目前该领域的发展方向，最好你的文章就是朝向这个方向的。其他就是常规要求了，用语恰当，格式规范等。

期刊在收到一篇稿件后，大致的流程是：初审-复审-终审-编辑-发稿-校样-出版。初审就是你投稿后第一个看到你文章的编辑，初审主要简单审核你的稿件是否符合本刊要求，审核作者资历和作者单位，然后看作者信息是否完善，文章格式是否符合要求。复审就是专家审稿，审核你的文章问题有没有研究价值，文章质量能不能达到发稿要求，文章内容存不存在问题和缺陷。复审非常重要，基本就能决定你的稿件是录取还是退回。审稿主要看文章问题的研究价值、文章内容的学术性，把关的大方向;而编辑是在审稿通过后，对文章内容和形式的修改，是对文章的精雕细琢。编辑结束后，就离出版不远了。

因此在国外的杂志上发表文章，写一份准确且构思新颖的email，尤其是cover letter，可使得自己论文成功接收的可能性更大一些。
