最常见的误解在于对决策速度的期待落差——中方通常希望“快”,但哥伦比亚政府和本地企业遵循的是咨询式、层级式流程,涉及多方利益且节奏天然更慢;

Speed expectations. Chinese sides want “fast”; Colombia’s government and private sector run on consultative, layered processes that involve many stakeholders and are intrinsically slower. 


另一大挑战是拉美地区惯用间接沟通风格,当地伙伴为维系关系往往回避直接说“不”,中方却可能将此解读为“犹豫”或“缺乏承诺”,因此谈判阶段必须鼓励更直接的表达,并书面形式把一切共识不留死角地固定下来,才能避免后续扯皮。

The second trap is Latin America’s indirect communication style: local players often avoid a flat “no” to preserve the relationship, while Chinese negotiators read the hesitation as lack of commitment. Encourage franker language during talks and nail every consensus down in writing—no gaps—if you want to avoid later finger-pointing.

最容易被忽视的是哥伦比亚商业环境对“关系”的极度依赖——本地伙伴在启动实质谈判前,往往要先确认对方是否值得信赖、是否愿意长期深耕,而不仅仅是技术和财务条件最优;

The biggest blind spot is Colombia’s addiction to “relationships.” Local partners must trust you and see you as a long-term planter, not a short-term reaper, before substantive negotiations even begin.

Foreign capital is broadly welcome and equity caps are rare, but investors routinely buy an existing local company in energy, transport, infrastructure or mining without grasping the labyrinth of licences, community relations and extra environmental duties. They assume they can “switch on” the next morning, only to trigger additional approvals, operational or concession restrictions, and end up mired in costly delays and litigation.
